Under general supervision, the Financial Analyst participates in the development, implementation and maintenance of systems to promote sound financial planning and control, and support fiscally responsible operating and policy decisions.
The position assists in the planning and development of financial strategies for the department or Special Operating Agency (SOA) - in accordance with the controllership function, participates in Alternate Service Delivery reviews, and is responsible for the development and management of performance measurement systems. They provide financial and statistical data analysis in relation to Vehicle for Hire initiatives.
The position is responsible for financial and statistical analysis of VFH information, receiving, reviewing and auditing reported trip data, monthly driver & vehicle trip information, preparation of accounts and billing of fees, reconciliation of accounts, budget preparation for the division in alignment with department guidance. The position is also responsible for financial related duties for VFH related accounts and operations.
**As the **_Financial Analyst_** **you will**:
- Participate in the planning, development, implementation and evaluation of financial management systems and strategies, including the development of related financial and economic models.
- Participate in the development, monitoring and maintenance of internal control framework to safeguard the department or SOA’s assets from mismanagement or misappropriation.
- Support various projects by conducting financial analysis, assessing impact on the department or SOA, and making recommendations to management.
- Provide strong financial as well as qualitative and quantitative data analysis and reporting on internal and external reported data and information.
- Participate in the development of business plans and Alternative Service Delivery (ASD) options.
- Prepare journal entries and participate in financial reporting, variance analysis and year-end accounting functions.
**Your education and qualifications include**:
- Bachelor’s Degree in Commerce (preferably with a finance / accounting major).
- Professional Accounting Designation (CPA, CA, CMA or CGA) required.
- Experience preparing and analyzing financial statements, financial reports, budgets and financial projections.
- Experience in financial management activities, including planning, budgeting, and/or expenditure control.
- Excellent analytical, reporting and conceptual skills for forecasting, innovation and creative problem solving.
- Experience analyzing data, performing statistical analysis and reporting on the findings in order to determine appropriate course of action and support operations.
- Experience with, and proficiency using, Microsoft Office Software, including Word, Excel, and Outlook software as well as PeopleSoft (or an equivalent ERP system) financial/general ledger module.
- Strong knowledge of accounting and control systems with the ability to develop and implement new systems.
- Strong knowledge of generally accepted accounting principles and other reporting practices applicable to municipal governments.
- Ability to recognize concerns and areas of non-compliance in reporting and determine appropriate actions.
- Excellent verbal communication skills, including the ability to communicate with all levels of the organization and with external stakeholders.
- Excellent written communication skills, including ability to prepare reports and communications for management to be used both internally and externally.
- Superior organizational skills, including the ability to manage multiple tasks/issues, establish priorities and meet deadlines.
- Strong interpersonal skills including the ability to develop and maintain effective working relationships with a variety of internal and external stakeholders.
- Ability to work independently with mínimal supervision.
