The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a **Bilingual, Specialist, Digital Community Builder **for its National Office.

Reporting to the Director, Information Technology and Program Management, the Specialist, Digital Community Builder undertakes key responsibilities in the development and implementation of digital strategies to recruit and engage members to participate in and subscribe to corporate programs.

**What is the Navigar Project?**

Navigar is a PIPSC project to respond to the growing needs of our members for support in navigating the changing nature of their jobs. The project’s goal is to develop a user-friendly platform where members would be informed about the changes impacting their jobs, get access to learning opportunities that would help them thrive in the context of those changes, and support them in seeking their employer’s approval in funding their educational goals.

**Location**:Headquartered in Ottawa, this position is eligible for a remote-work arrangement within Canada.

**How do I qualify?**
- Completion of bachelor’s degree in Marketing or a similar field and three (3) to five (5) years related experience.
- Three (3) years of performance marketing experience are required.
- Proficiency in both official languages (French and English) is **required.**

**What can I expect to do in this role?**

Major responsibilities include:

- Identify creative growth strategies, continuous improvement initiatives, and revenue generating opportunities for the corporate programs; participate in the negotiation of licensing agreements and contracts with current and new program partners. Implement and administer approved strategies, initiatives, agreements/contracts, and programs.
- Monitor, evaluate and provide regular reports on corporate program performance by establishing and tracking key performance indicators, ensuring contract compliance by obtaining revenues from partners, where applicable, reconciling program revenues, and addressing any issues with partners.
- Maintain corporate program documentation and a master inventory of all relevant corporate program data, including but not limited to, partner performance results, partner reporting on sales and or usage, non-disclosure agreements, third party contracts, proprietary content, pricing, metrics, etc.
- Collaborate closely with other Institute functional areas to plan the strategic approach and positioning of various outreach strategies to bring content to life.
- Research and analyse program data; produce regular reports on program and revenue generation metrics; and make recommendations to optimize program performance and inform business decisions.
- Liaise with third-party providers and administer their offerings on the corporate sites as required to achieve established goals and objectives and to meet corporate program and service offering requirements.
- Represent and participate in off-site initiatives such as presentations to members and hosting information booths.
- Undertake, participate in, and lead special projects in areas of responsibility.
- Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.

**Required Knowledge, Skills, and Abilities**:

- Strong collaborative and networking skills; an energizer and excellent team player.
- Ability to take a collaborative approach in engaging different parts of the business.
- Highly creative and analytical with a proven track record of devising digital campaigns that engage, motivate, and convert.
- Strategic thinker with experience executing content creation, storytelling, media planning and social/digital outreach.
- Well-versed in performance marketing, conversion, and online customer acquisition.
- Well informed and remains up to date on current trends and best search engine marketing practices.
- Deep understanding of Google Analytics, Google Optimize, HubSpot, MailChimp, WordPress, Google Tag Manager and Zapier.
- Adept and experienced in the use of website analytics tools (e.g. Google Analytics).
- Knowledge and experience in search engine and App store optimization.
- Working knowledge of HTML, CSS and JavaScript development and constraints.
- A basic understanding of information architecture principles.
