Under the direction of the Manager of Operations, the Chief Controller is responsible for the overall performance management, counseling and guidance of control centre staff. Manages control centre operations and provides coordination, supervision and guidance to Control Centre, on street Supervisory support staff, and Supervisors in Training. The Control Centre operates 24 hours/7 days a week.

**As the Chief Controller, your duties will include**:

- Manages Control Centre Operations
- Regulates Transit Service
- Operates the InfoDev, IntraCom, and Live LTE systems to maintain communication with all buses, supervisory and support vehicles.
- Monitors external and environmental conditions which affect the speed and reliability of transit service or the security of transit facilities.
- Respond to requests for assistance/direction from a variety of staff. Performs instructional and training functions for Supervisory staff, Operators, and union representatives with procedural issues and concerns.

**Your education and qualifications include**:

- Completion of a certificate program or degree in Labour Relations, Business Administration, Public Sector Management, Human Resource Management or other appropriate field.
- Four years of progressive supervisory/leadership experience in urban transit related operations, with the ability to function as a team leader in the continuous improvement process.
- Experience managing operations in emergent and stressful situations, with the ability to use critical thinking skills to assess situations and strategically and collaboratively make sound decisions and ensure all operational requirements and/or deadlines are continually met.
- Ability to work independently, maintaining composure and functioning under stressful conditions, with mínimal supervision.
- Organizational time management skills with the ability to meet deadlines in a fast-paced environment.
- Interpersonal skills, including cultural awareness and sensitivity, with the ability to establish and maintain a positive, respectful, safe and healthy work environment that fosters good working relationships with employees at all levels of the organization, as well as outside agencies and the public.
- Ability to deal effectively with union officials; knowledge of all bargaining units’ collective agreements is preferred.
- Ability to review/create policy and procedures.
- Ability to train new staff and develop new training material.
- Verbal and written communication skills with the ability to express ideas clearly and concisely, through a variety of business correspondence and comprehensive reports.
- In depth knowledge of transit vehicles, equipment, route structure, computer systems, traffic operations, fare structure, etc.
- Thorough knowledge of the Winnipeg street system/traffic regulations/restrictions or have the ability to obtain within three months.
- In depth knowledge of InfoDev Communication system, IntraCom system, MMIS, IntraOp, ODD, and Apollo LTE live feed system or have the ability to obtain within three months.
- Proficiency in Microsoft Office, including, Word, Excel and Power Point.
- Possess or have the ability to obtain and maintain Special Constable in and for the City of Winnipeg within 3 months.
- Possess or have the ability to obtain and maintain a valid Manitoba Class 2 Driver License with air brake endorsement within 3 months.
- Possess or have the ability to obtain and maintain Emergency First Aid Two Person Rescuer, CPR and NARCAN, certification within 3 months.

Possess or have the ability to obtain and maintain a Provincial permit to possess body armour.

**Conditions of employment**:
