Chief Financial Officer

The Chief Financial Officer (CFO) is the senior financial official of the City's administrative structure. The CFO is a statutory officer designated by the City of Winnipeg Charter and is appointed by Council.

Under general direction from the Chief Administrative Officer (CAO), the CFO is responsible for the governance, strategic direction and guidance of the City’s finance, assessment and taxation services. The CFO ensures that Council direction, the City's mission, and core values are incorporated into strategic and operational activities and services. The CFO is directly responsible for the interpretation of management policies related to finance, assessment and taxation services received from the Chief Administrative Officer and Council.

The CFO is an active member of the City’s Senior Management Team in supporting the City’s mission, Council priorities and direction and corporate initiatives in the provision of efficient and cost-effective services to the citizens of Winnipeg. The Chief Financial Officer is responsible for duties and responsibilities assigned pursuant to the City of Winnipeg Charter and other relevant statutes or City by-laws and as assigned by the CAO.

The department's main services include:

- Preparing and presenting various financial reports to Council and members of the public, including annual operating and capital budgets, annual financial statements and other information, and various financial analyses
- Ensuring fair and equitable assessment of all properties within the City and fair distribution, billing and collection of property taxes
- Maintaining a procurement system that provides cost-effective and fair methods for obtaining quality goods and services for the City
- Delivering financial services to departments in support of their delivering of services
- Providing oversight of the City’s insurance and claims program
- Supervision of treasury functions including issuance of debt and investments
- Ensuring appropriate internal controls function throughout the organization

**As the **Chief Financial Officer, **you will**:

- Have overall responsibility for continuous improvement and efficiency efforts.
- Provide input into strategic planning and organizational impact taking into account relevant financial indicators.
- Provide executive leadership that promotes financial stewardship of City assets and resources.
- Be accountable to proactively anticipate, understand, assess, recommend mitigation, and avoid unnecessary risks across all areas of the departments working with the division managers and appropriate City staff.
- Ensure compliance with applicable Federal, Provincial and Municipal statutes, as required.
- Maintain close professional dialogue with the Director of Human Resources (HR) to ensure effective HR Services are being provided to assist Department Directors and staff in the following areas: recruitment, job analysis & classification, safety & health, WCB/Employee Health Services, organizational structure, attendance management, progressive discipline, performance management, employee orientation, pay & benefits, training & development, and grievance meetings.
- Collaborate with the Director of Innovation and Technology Services and remain connected to technology or system requirements that improve efficiencies and services through the use of technology.
- Work closely with the Director of Assets and Project Management in determining capital priorities for Council consideration in the capital budgeting process.
- Provide guidance and support to the corporate controller and departmental controllers reporting to this position.
- Ensure fiscal stewardship in a collaborative, innovative and responsive manner and provide Council, Chief Administrative Officer, and City Departments with financial expertise and appropriate financial analyses to determine cost/benefit implications of recommended actions.
- Develop and/or recommend City policy and develop and approve finance administrative standards and guidelines that provide consistent direction.
- Work closely with the Chair of Standing Policy Committee on Finance, providing information and advice and respond in a timely basis to requests for information and questions from all elected officials.

**Your education and qualifications include**:

- Recognized accounting designation (CPA) combined with extensive senior management/leadership experience in developing policies and programs at both a strategic and operational level within a large, multi-faceted, unionized public or private sector organization.
- 10 years of related experience.
- Thorough working knowledge of and understanding of statutes, regulations and by-laws affecting the position’s areas of responsibility.
- Good understanding of current social, political, and economic trends and operating protocols related to municipal government.
