**Job Description**:
***:Under the general direction of the Supervisor Fleet Administration, develops, maintains and provides on-road, and classroom training, with a focus on public and driver safety, driver testing, certification and safety enforcement to operators of vehicles and motorized equipment in accordance with City of Thunder Bay policies and Provincial programs and regulations including the Commercial Vehicle Operator Registration and fleet industry standards.

**MAJOR RESPONSIBILITIES**:

- Develops, maintains and implements corporate fleet training and driver safety programs for City of Thunder Bay employees operating fleet vehicles and equipment.
- Monitors new legislation as it relates to the Highway Traffic Act and Driver and Vehicle Safety standards and practices; communicates and implements changes as required.
- Determines and certifies competency of operators under the Internal Corporate Operator Certification program and issues appropriate authority to operate fleet vehicles and equipment for various positions within the Corporation.
- Leads and directs staff during classroom, and on-road training events, with a strong focus on Occupational Health and safety as it relates to driver safety and safety of the public.
- Leads incident investigations, reviews and assessments; consults and advises regarding driver safety and performance, licencing, training, and assessment of collision/incident related demerit points.
- Prepares reports for sectional Managers and Supervisors regarding driver capability and qualifications, improper vehicle usage or unusual activities, and recommends corrective actions required to meet regulatory compliance.
- Rescinds corporate employee’s authority to operate where required due to for poor performance or non-compliance with regards to Driver Safety, the Commercial Vehicle Operator Registration (CVOR) program or the Highway Traffic Act.
- Conducts driver interviews, and counsels employees in regard to public and driver safety, license demerit point accumulation, collisions and driving performance.
- Monitors for compliance and recommends corrective action and remedial training for noncompliance with regards to corporate fleet use, including fleet safety policies and procedures, the Ministry of Transportation Commercial Vehicle Operator Registration (CVOR) program, the Highway Traffic Act and Provincial and Federal Acts and Regulations as they relate to fleet operations.
- Participates in development of legislatively required reports to the Ministry of Transportation regarding the Commercial Vehicle Operator Registration (CVOR) program.
- Conducts field audits and vehicle/equipment inspections to ensure compliance with the Ministry of Transportation within the Highway Traffic Act and the Commercial Vehicle Operator Registration (CVOR) program, as well as other regulatory and policy requirements.
- Reports to the Ministry of Transportation on training and licensing activities for the Authorized Requester programs.
- Ensures appropriate confidentiality and maintenance of fleet driver records.
- Conducts testing of current on road and off road equipment for safety and/or road worthiness issues, and makes recommendations of any necessary correction.
- Consults with vendor and other technical personnel regarding vehicle and equipment operation and operator corrective measures relating to safe vehicle or equipment operation.
- Assesses newly purchased vehicles or equipment where requested before units are assigned to the Department.
- Advises Joint Health and Safety Committees related to fleet performance and safety issues, and makes recommendations related to the safe operation of vehicles/equipment.
- Participates in sectional, divisional and fleet users meetings as required.
- Performs such other related duties as may be assigned.

**QUALIFICATIONS**:
**Education/Experience**:

- Diploma in adult education, health and safety or business administration, together with 3 years’ experience in Driver Training, Incident Investigation and CVOR compliance auditing or;
- Post Secondary diploma, along with post-secondary training and education in the operation of buses, heavy trucks, and off-road equipment, together with 5 years’
