Strategic Sourcing and Industrial Participation

The Strategic Sourcing and Industrial Policy Manager will be responsible for
Developing a Sourcing Strategy and Processes that deliver sustainable benefits and enable the delivery of our Industrial Participation obligations for the Sonar Systems Business Unit. They will be identifying Strategic Supply Partners and developing long term relationships for mutual benefit, while educating internal stakeholders on the Industrial Policies of our key customers.
Key Responsibilities:
- Deliver Strategic Sourcing Capability and enable the delivery of our Industrial Participation Offset obligations
- Responsible for the strategic sourcing management goals of ULTRA Sonar Systems and implement action items to ensure that those goals are achieved
- Responsible for the development of Category plans for Sonar Systems and lead strategic sourcing activities
- Working with all stakeholders to identify Preferred Supply Partners, with a key focus on Suppliers that support Ultra’s ability to achieve offset obligations.
- Evaluate supplier core competencies and competitive positioning using industry cost models
- Analyze industry trends and evolving technology to proactively identify supply base issues to minimize risk, protect continuity of supply, and utilize emerging opportunities
- Implement supplier agreements/contracts as required, by working with cross-functional stakeholders and suppliers to reach agreement on contract terms and conditions
- Chair Supplier review meeting and ensure that the relationship remains mutually beneficial
- Maintain Ultra Sonar Systems Preferred Suppliers List
- Lead negotiations for best possible cost service guarantee and develop “win-win” strategies that achieve sustainable relationships with suppliers
- Research and anticipate shifts in the negotiating power of suppliers
- Develop a supplier management program with key suppliers including metrics, performance goals and improvement initiatives with input from key stakeholders.
- Establish procurement policies and ensure compliance within the team.
- Continuously improve productivity and efficiency of procurement processes throughout the organization
- Working with relevant senior team members, develop and deliver a stakeholder management plan for Ultra to cover:
- National and provincial government agencies
- Industry associations
- Research institutions
- Development of offset related practices and procedures designed to identify and capture offset Opportunities and Credits.
- Manage offset requirements across national defence projects, execute administration duties including the submission of monthly and yearly offset reporting in support of multiple programs.
- Lead planning, and execution for Offsets/VP/ITB commitments on major Defence projects
- Report monthly on status of offset obligations, including opportunities claimed, and opportunities forecast identifying any risks to achievement.
- Support the business development team in the identification and treatment of industry and offset programs for major future proposals.
- Identify and recommend government grants and programs that support our business growth, and lead preparation of Ultra submissions to secure access.
**Required Skills**:
- Recognized supply chain qualification and 5+ years purchasing/strategic sourcing experience along with 3+ year’s relevant operations/supply chain experience
- The successful person must be able to gain the appropriate Canadian government security clearance and satisfy all requirements to be able to work on Canadian Controlled Goods projects.
Desired Skills:
- Supply Chain qualification or certification
- Experience with contract manufacturing vendors
- Strong preference for some international sourcing experience
- Knowledge of Industrial Policy and Offset Programmes
- A free thinker who is willing to challenge the Status Quo
- Willing to manage projects and establish clear goals and accountabilities to ensure successful delivery (on time, within budget, meeting agreed upon success criteria)
- Knowledge of the legal terminology and language related to supplier and/or vendor agreements and contracts
- Advanced business systems skills and working knowledge of MS Office, with advanced Excel knowledge
- Must have excellent presentation and communication skills
- Participate and/or collaborate with Professional Associations in Purchasing/Material Management
