Procurement Specialist

Reporting to the Senior Manager, Procurement Services, you will provide dedicated procurement advice to internal partners on a wide range of procurement projects and lead procurement activities including RFPs (NRFPs & BAFO), RFQs, RFSs, RFSQs and RFIs. You will act as a pivotal support function and enabler within the Procurement Services department on administration and vendor communication during the evaluation process.

About the Role
- Conduct market research and supplier analysis including leading market consultation and market sounding with suppliers as part of the planning process of the procurement.
- Managing the planning, development and reviewing of specifications, pricing schedules, selection methodologies, and evaluation criteria for the delivery and administration of the end-to-end strategic procurement cycle.
- Evaluating Statements of Work (SOW) for completeness and provide recommendations on procurement conduct and outcomes that will result in best value to the organization including but not limited to, RFX type and strategy (RFP, RFQ, RFSQ, RFI,VOR, etc.), ensuring compliance with policies, directives and legislation.
- Preparation and assembly of bid documents (RFP, RFQ, RFSQ, RFI, etc.)
- Maintain accountability to ensure procurements are executed as per contract requirements and internal partner expectations, including change orders and specific contract obligations.
- Plans and coordinates procurement activities for advisor teams.
- Leads special projects of high complexity, including conducting kick-off meetings, evaluation training, facilitation of consensus meetings and pricing evaluation as well as assisting with award recommendations for timely contract award and conducting debriefs with unsuccessful proponents.
- Liaise with Legal Department and other partners, providing timely advice on procurement matters as well as contract preparation.
- Offer guidance and support to key stakeholders during the procurement cycle, ensuring effectiveness, efficiencies and developing strategies for improvement.
- An ability to work independently and as an effective team-member; demonstrated ability to take initiative and exercise sound judgement.
- Act as procurement lead to manage multiple RFX activities for various categories and projects to ensure project timelines and RFX activities are not jeopardized and to ensure successful project outcomes.
- Maintain a productive working relationship with internal clients
About You
- Post-Secondary education in a relative field of study or equivalent.
- Supply Chain Management Professional (SCMP) designation is an asset.
- Knowledge of procurement contracts and related RFX documentations, including Negotiated RFPs and strategies, evaluation approaches and formats.
- General understanding of procurement case law and applicable trade agreements.
- Extensive experience and knowledge of the principles, practices and methods used in public purchasing.
- Working knowledge of OPS Procurement Directive and/or Public Sector procurement.
- A track record of providing sound mentorship to internal partners on complex matters, including the evaluation process.
- Ability to lead advisor teams and plan, organize and initiate procurement activities and facilitate as required.
- Adept at handling multiple tasks and challenging priorities, serving multiple clients and overseeing multiple procurements concurrently, on time, in a high-pressure environment.
- Strong analytical, customer service, and collaboration skills with internal partners services to determine client needs, to liaise with and to develop and maintain effective working relationships with user departments.
- Ability to understand a wide variety of documentation and communication from multiple sources, including policies, directives, procedures, service and material specifications, contracts, legal opinions, vendor responses to procurement requests, vendor literature, correspondence from colleagues and vendors.
- Excellent communication skills, particularly related to negotiating contracts and dispute resolution, responding to vendor inquiries, resolving potential sensitivities, and training partners.
- Exercise good judgment and discretion in handling confidential matters and in identifying potential issues/crises and enacting the correct protocol.
- Excellent written skills in preparing formal communications and reports and to create/revise procurement documents and standard contracts/agreements.
