The Public Service Commission (PSC) provides human resources services to the Government of Alberta. The Learning and Development (L&D) Branch in the PSC provides leadership and direction for the delivery and design of learning and talent management programs, with the goal of ensuring these programs enable the Alberta Public Service (APS) workforce to achieve its goals.

Reporting to the Executive Director of L&D, the Director of APS Learning Program Delivery leads change management to enhance delivery of L&D services. By streamlining processes and improving delivery infrastructure, the Director ensures approved L&D programming is implemented effectively, impactfully and sustainably.
As the Director of APS Learning Program Delivery, you will:
- Optimize operations - Identify opportunities to enhance efficiency and maximize the impact of available resources.
- Navigate governance - Ensure your great ideas are appropriately briefed and approved by formal and informal decision-makers.
- Manage change - Align program delivery with evolving organizational goals and policy frameworks while ensuring strong client relationships.
- Guide transitions - Support the introduction of new programming by establishing new processes and structures for successful execution.
- Support a high-performing team - Provide clear direction in uncertain situations and cultivate an environment where staff feel engaged and prepared for what’s next.
To be successful in this role, you need to:
- Be an APS problem-solver - You can quickly assess priorities, anticipate challenges, and develop practical solutions that work within APS policies and structures.
- Communicate with impact - You find creative ways to ensure that APS stakeholders, leadership, and team members are always well-informed and aligned on objectives.
- Adapt and drive progress - You balance long-term goals with day-to-day realities, adjusting plans as needed to keep momentum moving forward, even when there is lots on-the-go.
- Foster engagement and accountability - You create clarity for your team as things are changing, ensuring roles, timelines and expectations are well understood.
- Build trust and collaboration - You collaborate effectively, influence without authority, and bring the APS along with L&D’s evolving mandate.
