A primary function of the Technical Operations Supervisor will be to supervise and ensure the various project deliverables, operational plans, reports, and other project critical records meet the level of service and Quality (KPI) targets.
**How will you contribute to the team?**
- Oversees one direct report and will be responsible to supervise contractor activities.
- Provides guidance, supervision and engineering/technical support to the CHOI O&M organization and its staff in accordance with the O&M Agreement and related standards for the contracted highway services.
- Ensures the various Plans and other project deliverables are compliant with required policies/standards, this would include but not limited to, the OM Plan, Whole Life Management Plan, Quality Management Plan, Winter Plan and Safety Management Plan.
- Participates in the development of policies and procedures, both routine and emergency, relating to the maintenance of highway facilities and lands.
- Ensures coordination and Management of all project records.
- Assist the General Manager to support the Concessionaire “the client” in the delivery of lifecycle Asset Management Plan activities.
- Assist and/or conduct highway asset condition inspections, condition data collection, including management of inspection data.
- Participate in the tendering / procurement process for maintenance, rehabilitation and supply contracts as required.
- Assist the General Manager to maintain good working relationships with Provincial/Federal agencies, Police authorities, municipalities and related organizations that impact the operation and maintenance of highway facilities and lands.
- Is a key point of contact for emergency service providers, and /or the general public concerning all routine maintenance and operational activities.
- Participates and responds to internal and Provincial audits findings and recommendations.
- Provides coverage in the absence of the General Manager.
- Directs and coordinates Technical Research as needed.
**What will you contribute?**
- Bachelor’s Degree in Civil Engineering or Diploma in Civil Engineering Technology is preferred.
- Licensed Professional Engineer registered (or eligible) in the Province of Alberta is an asset.
- 5 - 10 years’ experience in bridge and highway operations and maintenance and related rehabilitation project planning and execution.
- Supervisory experience is an asset
- Knowledgeable on highway construction specifications.
- Experience in Asset Management as it pertains to assets such as bridges, roadways, and drainage structures.
- Demonstrates strong management and leadership skills with solid decision-making, problem-solving skills.
- Intermediate to advanced experience and knowledgeable on various software packages (e.g. Microsoft Office, AutoCAD, JD Edwards etc.)
- Technically and analytically strong.
- Ability to interact and establish working relationships with government agencies, external customers, construction industry official and suppliers.
- Strong communication and presentation skills both written and verbal when dealing with staff, the public/media etc.
- Demonstrated ability to understand annual and long range budgets and fiscal accounting of highway facility programs.
- Valid driver license.
- Pavement maintenance and rehabilitation experience considered an asset.
