Empowered by the First Nations Leadership Council and in partnership with the provincial and federal governments, the BC First Nations Justice Council (BCFNJC) is responsible to 204 First Nations in BC. Our mandate is to reduce the overrepresentation of First Nations Métis and Inuit people in the criminal justice system and the child protection system, and to support Nations as they move to sovereignty over justice.
The BCFNJC is growing rapidly. Indigenous people in BC deserve world-class legal services and programs. **Position Summary**:
The Human Resources (HR) Manager will be dedicated to managing full cycle HR portfolios for the assigned BCFNJC teams. This position will be responsible for the development and implementation of HR services, strategies and initiatives which support the Justice Council in achieving its mission. The HR Manager will model, foster and champion BCFNJC values based culture across all assigned business Bubbles and Bundles, and will be a champion of Indigenized, decolonial people practices. This position is accountable for providing timely and sage HR management, guidance and coaching while ensuring HR activities align with and support the Justice Strategy, and BCFNJC culture and values.
As the HR Manager, you will lead with passion, humility, motivation and empathy. You actively listen to employees and understand the importance of building trusting relationships. You have the ability to create and lead an efficient and culturally safe workplace. You are flexible and adaptable in a dynamic, fast-paced, and demanding environment, and you have a grounded understanding of how Human Resources can impact overall business operations by reducing barriers, following best HR practices, and collaborating with internal and external partners in a relational way. You seek best outcomes for a cohesive and healthy workplace.

**Responsibilities**:

- Work Collaboratively within the HR team to best administer HR programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; conflict resolution and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Champion creating culturally safe and brave spaces focused on the overall wellness of staff at BCFNJC.
- Provide support and leadership to our teams related to the implementation of the BC First Nations Justice Strategy.
- Support HR leadership with planning, administering, and monitoring of budgets for the department.
- Accountability for ensuring legal compliance and implementation of HR services, strategies and initiatives which support the Justice Council in achieving its mission.
- Provide input in the development of a recruitment strategy to attract and retain high performing individuals to continue to support rapid growth within the organization.
- Provide leadership support to staff through collaborative coaching, guiding and modelling key behaviors and strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues and cultivating the ideal culture.
- Research, develop, and maintain the organization’s policies and guidelines to support the direction of the organization’s Justice Strategy
- Collaborate with other departments in the organization and support them in their planning.
- Support a team of HR generalists in administering day-to-day HR functions in a streamlined and efficient manner.
- Escalate high-risk HR matters to the Regional HR Directors.
- Support Draft briefings notes, discussion papers, policy procedures, reports as required.
- Manage the compensation program and the classification of job titles and salary ranges to ensure we have a competitive, equitable and transparent compensation strategy.
- Identifying key performance indicators for HR and continuing to drive continuous improvement in processes and procedures.
- Works closely with the Regional HR Directors to ensure consistent communication, planning, and implementation of HR streams of work.
- Provide back up for HR leadership when required.
- Willing and able to be hands-on as needed and as appropriate.
- Maintain a high level of confidentiality and discretion on all matters.
- Perform other duties as required.

Position Qualifications
- HR Diploma or Business Degree with a Human Resources focus.
- CPHR BC designation preferred.
- 5-10 years of progressive Human Resources experience.
- 3-5 years leadership experience in a high-demand, fast-paced environment.
- Knowledge of First Nations history, current context, and processes of colonialism.
