The Vancouver Island Construction Association is a not-for-profit association that advocates and fosters resiliency, excellence and prosperity for the construction community on Vancouver Island, the Sunshine Coast and throughout partnerships with additional areas of British Columbia. We are there to support and serve the construction community in the Industrial, commercial and institutional areas of construction. **JOB SUMMARY**

The Manager of Training, Education & Workforce Development is responsible for leading the planning, coordination, and delivery of VICA’s education, training, and workforce development initiatives. This role ensures that programs respond to industry needs, address workforce skills gaps, and enhance the capacity of the construction sector across Vancouver Island.

The Manager oversees the full training cycle, including research, curriculum planning, vendor management, delivery coordination, and program evaluation. The Manager will be supported by an Education Coordinator, who provides administrative and operational assistance with program logistics, participant communication, and registration management.

You are a people person who enjoys building relationships with stakeholders, instructors, and participants, but you’re also comfortable working independently (and with mínimal supervision) to move projects forward.

**KEY RESPONSIBILITIES**

**Program Development & Delivery**
- Research, assess, and identify ongoing training and workforce development needs across the membership and construction industry.
- Develop and/or procure training programs that address competency and skills gaps in response to emerging legislation, standards, and workforce dynamics.
- Negotiate, select, and manage contracts with third-party education vendors.
- Oversee training calendars, course scheduling, and registration systems, with direct administrative support from the Education Coordinator.
- Provide on-site and virtual course support, including technical support for instructors and participants.
- Act as VICA’s in-house facilitator when required for training delivery.

**Evaluation & Reporting**
- Manage post-training evaluations and assessments to measure program effectiveness and support continuous improvement.
- Track program utilization, participant satisfaction, and outcomes against performance metrics.
- Maintain accurate records of offerings, facilitators, and delivery methods, with data entry and reporting support from the Education Coordinator.
- Prepare quarterly and ad-hoc reports on training and workforce development programming for the Director of Operations.
- Maintain and report on performance measurements and key performance indicators (KPIs).

**Workforce Development**
- Monitor construction industry trends, labour market developments, and workforce priorities to inform programming.
- Participate in province-wide planning and collaboration with other regional construction associations on training initiatives.
- Develop strategic partnerships with educational institutions, workforce agencies, and training providers to strengthen industry capacity.
- Attend conferences, tradeshows, and seminars to identify new training opportunities and best practices in workforce development.

**Operational Support**
- Provide front-of-office support and coverage when needed.
- Data entry and managing information, and use of various computer systems: Association Management Software (Wicket), Training Management Software (Arlo), Sales (WOO Commerce), CIMS (BC Government Service Provider Portal)
- Must be able to obtain their Commissioner of Oaths and sign Statutory Declarations for VICA members.
- Attend and support VICA events as needed.
- Provide support for VICA’s industry committees, including their Women In Construction Committee (WiC) and Young Builders’ Network (YBN)
- Additional tasks as delegated to by the Director of Operations, including providing support for VICA’s committees and attending events and meetings as necessary.
