WORK FROM HOME
The successful candidate for this posting may be eligible for a hybrid work arrangement that includes up to one (1) day of work from home per week, in alignment with the City's Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
FLEX
The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
The Supervisor, Training and Development, is responsible for developing, implementing and overseeing training for staff within the division. This position ensures consistent standards are applied related to onboarding, training, professional development, and performance evaluation. The role combines program design and delivery, requiring strong mentorship and technical expertise.
KEY DUTIES
- Design, implement and deliver new employee onboarding programming, fostering consistent integration of Bylaw Officers.
- Provide direction and delivery of training initiatives that align with both City of Victoria and department objectives.
- Procure and manage ongoing training initiatives.
- Regularly review and analyse program(s) effectiveness, making recommendations to address any gaps and ensure all bylaw employees are consistently trained and supported.
- Provide consistent mentorship, guidance, and training direction to Senior Bylaw Officers and Bylaw Officers.
- Supervise and schedule Training Officers, and new staff.
- Maintain accurate training documentation, records, and reports.
- Manage all aspects of training delivery (such as, logistics, budget, procurement of materials).
- Collaborate with internal and external partners to coordinate specialized training and maintain certifications.
- Oversee trainers in the field, providing technical supervision and ongoing support.
- Maintain knowledge of bylaw enforcement process, procedures, and legislation.
- Monitor staff performance and complete performance appraisals and provide follow-up support or corrective instruction as required.
- Provide recommendations to Managers regarding employee performance.
Perform related duties where qualified.
INDEPENDENCE
- Work is generated by annual objectives, department work plans, requests from council, and in response to the needs of the department.
- Work is performed according to broad guidelines and procedures and is reviewed through discussions with Manager.

Key Skills And Abilities

- Strong organizational and record keeping skills.
- Knowledge of bylaw enforcement process, procedures and legislation.
- Strong leadership skills with the ability to mentor and motivate others.
- Effectively supervise and lead teams during onboarding.
- Proficiency in Microsoft Office and learning management tools.
- Establish and maintain effective working relationships.
Qualifications
Formal Education, Training and Occupational Certification
- Diploma in a related field (e.g. education, enforcement, public administration).
- Certification in conflict resolution (e.g. Nonviolent Crisis, Intervention, Collaborative Conflict Resolution) (Minimum 8 hours)
- Level 1 Bylaw Compliance, Enforcement and Investigative Skills Certificate (6.5 weeks).
- Bylaw Officer Safety Training (4 Days).
- Current and valid class 5 BC Driver's License.
- Required to obtain vulnerable sector criminal record clearance.
Experience
- Minimum three (3) years experience in bylaw services, or related enforcement environment, including Minimum two (2) years experience developing and/or facilitating training. and Minimum one (1) year experience supervising a team.
An equivalent combination of education and experience may be considered.
PREFERRED QUALIFICATION
- Certification in Adult Learning and Education.
- Bylaw Officer Down Training (1 Day).
- Bylaw Officer Down (Train the Trainer (Certification).
OTHER
