Position Overview
The Facilities Supervisor is responsible for ensuring that the physical structures that house library services are operating soundly and efficiently in cooperation with local municipalities and/or community partners. This includes maintenance and renovations to existing structures, maintenance of building contents and the buildings' cleanliness. Additionally, the Facilities Supervisor is responsible for providing oversight of the Department's fleet including the acquisition and maintenance of departmental vehicles. The Facilities Supervisor provides the necessary support to ensure the delivery of a library service that meets the strategic direction set forth by senior management and Lambton County Council. Coordinate the department's health and safety requirements / needs.
**Responsibilities**:
**Administrative Functions**:
- Assist in identifying workflow improvements and make recommendations to management identifying improvements and opportunities for change
- Maintain necessary corporate files in accordance with the County of Lambton's Records Retention By-law
- Develop statistical reports, submit statistical data and provide recommendations to management identifying improvements
- Develop and maintain an effective courier schedule which provides courier service to County of Lambton facilities
**Property Management**:
- Oversee a contents / furnishings plan that ensures facilities contain the necessary contents to provide effective service, and contents are maintained and replaced when necessary
- Liaise with the local municipalities who own / lease properties where library services are provided
- Work with local municipal staff and/or County of Lambton staff to plan, coordinate, oversee and implement renovations, or regular maintenance on properties
- Monitor contracts and leases to ensure compliance with terms and conditions. Ensure preventative maintenance of building equipment is carried out and serve as a liaison with contractors and service representatives for maintenance and repairs
- Coordinate the maintenance schedule for the Sarnia Library and theatre and other branch libraries when required
**Human Resources**:
- Participate in the recruitment, selection, orientation and training of departmental staff.
- Ensure appropriate quality, accuracy and quantity of work for assigned staff and that policies and procedures are followed and that performance standards are met
- Conduct ongoing performance management of staff, including the delivery of performance appraisals and exit interviews
- Follow the County of Lambton's Progressive Discipline procedures and conduct discipline when required.
- Monitor staff attendance and schedule workload
- Provide supervision to another area in a Supervisor's absence
- Develop departmental and / or safe operating procedures, when required
- Ensure adherence to legislation such as the Employment Standards Act, Occupational Health and Safety Act, Human Rights Code, collective agreements and County of Lambton policies.
**Financial Accountability**:
- Assist in monitoring budget and tracking expenses
- Assist in developing the annual departmental budget
- Authorize purchases, overtime, resource acquisition, mileage and other expenditures within the approved budgetary guidelines
- Assign purchases to appropriate accounts
**Customer Service / Communication Responsibilities**:
- Represent the library effectively in the community
- Interact pleasantly and courteously with the public, community partners, contractors and staff, promoting a harmonious workplace
**Health and Safety**:
- Ensure that all employees, consultants and contractors retained under contracts and agreements administered by the Department are in compliance with the County's Contractor H&S policy as well as the Occupational Health and Safety Act and its regulations
- Keep current and up to date with all requirements and provisions contained in the County's Health and Safety Policies. Assist with and participate in employee health and safety training activities as required
- Serve as a member of Joint Health and Safety Committees
