**Job Description**:
***:Under the general supervision of the Commander
- Regulatory Compliance, and within guidelines such as, but not limited to, the Ambulance Act, SNEMS and City of Thunder Bay Policies and procedures and collective agreements, shall provide a high level of emergency medical services knowledge and is responsible for service oversight and investigations into the service and professional compliance. This position will liaise with the MOHLTC, Base Hospital, City of Thunder Bay Corporate safety, and other external stakeholders to ensure SNEMS maintains compliance with all regulations. The Superintendent will conduct complaint investigations from the public and other organizations, audit Patient Care Records, provide ongoing education to all staff based in MOHLTC, City of Thunder Bay and specific needs or mandates, and participate in remediation/education programs for paramedics as deemed necessary.

**MAJOR RESPONSIBILITIES**:

- Audits and maintains policies and procedures for the operation of SNEMS and its related activities to prevent illegal, unethical, or improper conduct.
- Manages and conducts workplace investigations.
- Represents SNEMS with the Ministry of Health and Long-Term Care (MOHLTC), specifically the Investigations, Certification and regulatory Compliance group (ICRCG), Provincial/Regional Coroner’s Office, Police services, and any other external investigative body.
- Manages the investigation of service complaints from the public, allied agencies and other organizations.
- Reviews all divisions of SNEMS to ensure compliance to the Ambulance Act and other legislative requirements and best practices.
- Responds to alleged violations of rules, regulations, policies, procedures, and BLS/ALS Standards of Care by evaluating or recommending the initiation of investigative procedures.
- Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
- Provides technical expertise to stakeholders regarding infection control and pandemic planning, surveillance and monitoring as they relate to SNEMS.
- Monitors legislative and regulatory changes and evolving direction of Paramedic services within the province and nationally, as well as trends and developments in infection control, pandemic planning and occupational health and safety practices to flag early change, opportunities and impediments and to study the feasibility, risk and costs of introducing them into operations.
- Maintains a strong knowledge of and be a resource for; (a) the BLS Standards and Ambulance Act, (b) understanding of new and existing compliance issues and related policies and procedures, (c) be a resource to staff for questions and concerns related to professional compliance, (d) assists with the development quality improvement initiatives within SNEMS.
- Assesses the level of awareness and knowledge among management and staff of the regulations, standards, protocols and guidelines pertaining to the delivery of pre-hospital patient care, proper use and handling of equipment, security, confidentiality of patient information, health and safety responsibilities and methods of working safely. Assists in maintenance of current and accurate records of education and training.
- Participates in the recruitment and hiring selection process of new paramedic recruits.
- Provides direct orientation of the clinical and operational expectations to all new staff and students.
- Determines and coordinates Return to Work training/supports as required
- Determines ongoing educational requirements based on internal needs and external mandates and assists in the development and delivery of that education.
- Provides guidance and direction to paramedic educators in the development and delivery of all educational components, including but not limited to, BLS/ALS Standard changes, City of Thunder Bay mandated training, new equipment implementation, and N95 mask fit testing.
- Participates in and coordinates training for Service Instructors/Educators as required
- Performs other duties as may be assigned.
