**Job Summary**
- The Faculty of Open Learning & Career Development develops and delivers innovative and diverse educational programs for more than 5000 students annually to help them navigate the changing world of learning and work. Across the spectrum, the Faculty of Open Learning & Career Development offers 300+ courses that help people prepare for undergraduate and graduate study as well as professional development programs that help people build, advance, or change careers. Reporting to the Director of Finance and HR, the Manager, People & Culture is responsible for leading and managing all areas of human resources (HR) for the Faculty to ensure alignment with the strategic priorities of the Faculty and University and to build and support a diverse, inclusive, respectful, flexible and agile workforce capable of innovating, building and creating.
**Key Responsibilities**
- Serve as the key advisor to the Director of Finance regarding HR matters, working together to develop, integrate and implement strategic and unit HR plans. Provide support to OLCD Directors, supervisors and staff for HR related questions or concerns. Act as Faculty liaison with central HR team as required.
- Develop and implement OLCD HR policies, processes and procedures in accordance with university college agreements and employee handbooks. Lead HR process improvements, including identifying, collecting, analyzing, and advising on key performance indicators and benchmarks.
- Consult and advise Director of Finance to identify and address staffing needs and priorities, including personnel gaps, budget implications, and secondment, succession planning, cross-training and mentoring opportunities. Develop job descriptions based on consultation with hiring managers.
- Lead Faculty recruitment efforts. Prepare job postings, screening tools and interview questions. Screen applicants. Lead and participate in hiring committees, coaching and guiding committee members as required. Complete reference checks. Advise Director of Finance regarding offer details.
- Act as primary contact and lead for all Payroll matters. Train staff on the completion of forms and timesheets and other routine Payroll processes for the Manager’s review and approval.
- Resolve or assist in the resolution of workplace behavioural issues, disputes, conflicts and other performance challenges, working with the Director of Finance and/or Central HR as required.
**Note**
Due to operational requirements, the successful applicant is required to work in-person on campus.

**Required Qualifications**
- Undergraduate degree in related discipline (e.g. Human Resources, Social Sciences, Organizational Behaviour) or completion of a post-secondary program in Human Resources Management or equivalent, plus three to five years relevant experience in all aspects of human resources (or an equivalent combination of training and experience).
- Demonstrated track record working with a range of stakeholders, including working on both short-term and strategic planning.
- Excellent communication (written and verbal) skills.
- Proven ability to independently manage multiple tasks and projects simultaneously.
- Strong attention to detail, organization, critical thinking and problem-solving skills.
- Proficiency in Microsoft Office Suite (Word, Excel, Teams, Outlook, PowerPoint, OneDrive).
- Proficiency in financial systems including understanding of budget preparation and administration.
