The Upper Thames River Conservation Authority’s (UTRCA) mission statement is Inspiring a Healthy Environment. The 17 municipalities within the Upper Thames River watershed appoint representatives to the UTRCA’s Board of Directors who represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed. Our programs and services focus on five key areas:

- Protecting people and property and supporting safe development;
- Delivering landowner stewardship;
- Providing natural spaces and recreational opportunities;
- Making science-based decisions;
- Empowering communities and youth.

The Upper Thames River watershed encompasses an area of 3,421 square kilometers and is mainly rural but includes the urban centres of London, Stratford, and Woodstock. The UTRCA serves a total population of approximately 539,500 residents.

UTRCA Conservation Areas provide outdoor recreational opportunities that aim to educate and promote conservation messages to a large audience in an effort to improve the watershed’s natural environment

**Summary**

Reporting to the Manager of Lands, Facilities and Conservation Areas, the Project Manager is responsible for planning, developing, implementing and managing multiple complex capital projects with a focus on building and infrastructure projects in the UTRCA Conservation Areas. The Project Manager collaborates with project partners and stakeholders to oversee projects with high levels of risk and will champion knowledge sharing amongst internal departments to aid in the successful delivery of UTRCA capital projects.

The Project Manager will prepare board reports, project presentations, and project progress reports for internal update and review. In all cases, the Project Manager will manage projects consistent with industry-standard project management principles and best practices, UTRCA policies and procedures and in accordance with the goals and objectives of the UTRCA’s Strategic Plan.

**Education**:

- A degree or college diploma from an accredited post-secondary institution (university or College) in Engineering, Construction / Contract Management or related discipline; or an equivalent combination of education and experience.
- Project Management Professional (PMP), Professional Engineer (P.Eng), or a related professional designation specific to project management with demonstrated project management experience is required.
- Valid Ontario Driver’s Licence is required.

**Experience**:

- A minimum of three (3) years of experience managing complex multi-disciplinary projects in a relevant field with mínimal direction while effectively balancing political, community and stakeholder interests and meeting project deadlines is required.
- A minimum of one (1) year of progressive managerial / supervisory experience and / or managing project teams is required.
- Working knowledge of Ontario Provincial Standards and Specifications (OPSS) and the _Construction Act_ is required;
- Ability to interpret engineering drawings and specifications is required.
- Ability to communicate with, and build relationships with diverse stakeholder groups including the community, governments and agencies at a political and staff level;
- Strong budget management and cost control skills; able to address variances and manage ongoing risks while managing multiple deadlines / work processes.
- Excellent written and verbal communication skills to communicate project status for various audiences.
- Demonstrated ability to prepare consultant terms of reference and procurement documents.
- Good interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally) and negotiate project variance/timelines; ability to deal tactfully and courteously with stakeholders, public officials.
- Knowledge of and ability to comply with policies, procedures, collective agreements, and related standards and legislation (e.g., _Environmental Assessment Act, Occupational Health and Safety, Accessibility for Ontarians with Disabilities Act_) is required;
- Proficiency in MS Office suite including online software such as MS teams and SharePoint

**Compensation and Other Information**
- Grade 8: $43.06 to $52.40 per hour;
