**Main Purpose and Function**
As an important part of the Animal Services Leadership team, the Public Engagement Coordinator works closely with the Animal Services Leadership staff to strategize, develop, implement and issue manage various public engagement matters, initiatives and promote a positive image for Animal Services. This position also supports the Manager, through providing oversight and playing a leadership role to the rest of the staff on an as needed basis to assist in the smooth running of the Animal Services projects and operations. This position develops policy, oversees the Animal Welfare Grant and work closely with Corporate Communications to fulfil the Animal Services communications needs and issues. This position oversees public relations, promotion, education and research work related to the City's Animal Services work and compliance programs along with providing management/ leadership support in all areas of operations as needed by the manager and the Assistant Director. The position leads, develops, implements and monitors strategies, programs and events to promote awareness and participation in responsible pet ownership, compliance to bylaws and other related initiatives to ensure public safety for the public is achieved through the work of Animal Services staff. This position develops, nurtures, monitors and evaluates the effectiveness of compliance strategies, promotional programs, develops networking of peers and others in the industry, and, liaises with a wide variety of external contacts orally and in writing. An incumbent exercises considerable independence of judgement and action in the development, implementation and monitoring of promotion programs, external partnership and related activities nurturing the positive image and effective operations of Animal Services.
This position may be required to work evenings and weekends as operationally required.
**Key Contacts and Reporting Relationships**
The position reports to the Manager of Animal Services. Other key contacts include cooperating with Communications, Assistant Director of Community Standards, the Animal Services Leadership team, dog owners and dog related organizations, other levels of the government, rescues and businesses.
**Specific Duties/Responsibilities**
- Develops and implements promotional, educational and public relations programs, events and strategies and meet with community groups to promote awareness and participation in animal care, responsible pet ownership, compliance strategies and other such programs, and to obtain input to the development of programs which suit the Vancouver environment.
- Monitors and evaluates the effectiveness of promotional campaigns and activities in terms of meeting City objectives and community acceptance.
- Develops and coordinates the dissemination of animal services promotional material such as brochures, newsletters, posters, press releases, radio and TV public service announcements.
- Investigates and responds to public enquiries on animal services related issues through the manager.
- Organizes and speaks at public meetings, open houses, and other public forums.
- Assists in the preparation of agendas, taking of minutes and representation of staff on the City's animal services related public engagement meetings and activities
- Liaises with other governmental animal services promotional programs
- Liaises with other community based or non profit animal care agencies and services
- Applies for provincial, federal and other forms of grants and external funding where applicable
- Prepares statistical reports on the progress of the City's animal services initiatives and performance data and provides recommendations to management and leadership team
- Undertakes research projects set up by the Manager or Assistant Director including telephone surveys, data collection, assembly and manipulation.
- Assists in the oversight of Animal Services staff as needed or is a team leader on projects and assignments in the absence of the manager or as directed by senior management in various circumstances and projects
- Prepares memos, letters and reports.
