**Job Description**: In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. As a key member in the Alliance framework partnership, the Deputy Chief Project Officer (DCPO) is accountable to lead the Replacement Project's operational team in concert with the Chief Project Officer, in the development of tactical planning and supporting governance and performance accountabilities. The Alliance framework is a progressive design-build infrastructure delivery model between Island Health and other external participants, where all parties work as an integrated "virtual" team throughout the Project. All parties in the Alliance share and jointly manage risks and opportunities through collective responsibility, with performance and cost targets developed and agreed to by all parties during the project development phase. The DCPO is accountable to provide day-to-day oversight, direction and management related to the planning, design, construction, and equipment of the new CDH hospital; provides advice, consult and support to the Chief Project Officer on a range of Project Agreement related areas/issues; and provides recommendations and support in governance and stakeholder communications. This role requires a high degree of collaboration and liaison with internal and external stakeholders. **QUALIFICATIONS**: **Education, Training And Experience**: Master's Degree in Engineering, Business Administration or a related field, supplemented with ten (10) years' recent, related experience in a senior leadership role in a large complex health care organization with responsibility for leading teams and managing large, complex capital projects (ie Design Bid Build (DBB), Design Build Finance (DBF), Design Build (DB,) Construction Management (CM), P3 Projects, m/pP3 projects), or an equivalent combination of education, training and experience. **Skills And Abilities**: - Demonstrated ability to define, plan, direct and implement large, complex projects. - Demonstrated project management experience in leading project teams and third party participants. - Demonstrated experience using structured project methodologies including milestone planning and budget management. - Demonstrated ability to manage project risks and issues in efficient and effective manner. - Demonstrated knowledge and understanding of clinical planning methodologies. - Demonstrated knowledge and understanding of capital procurement methods and processes including alternative procurement approaches. - Demonstrated knowledge and understanding of the legal and financial issues in contract development and finalization. - Demonstrated ability to function independently and as a member of a team. - Ability to develop strong relationships with various internal and external stakeholders. **Job Requirements**:
