**Job Description**:
**POSITION PURPOSE**
**MAJOR RESPONSIBILITIES**
- Leads the development of the policy and procedures within the legislative framework and the long-term forecasts for the Region’s property taxation revenue.
- Establishes Regional property tax rates and tax ratios each year in accordance with provincial legislation and Council policy.
- Provides guidance in the development of annual and multi-year forecasts of property assessment growth for the Region’s budget and provides strategic analysis and advice about the impact of property reassessments including changes to tax rates; coordinates Regional input to senior government budget consultations.
- Leads stakeholder consultations (including with local municipal staff) on potential taxation policy changes such as the establishment of new property classes, discounts or deferrals and taxation ratios, as necessary.
- Ensures organizational compliance to tax and revenue policies, practices, procedures, and audit requirements.
- Responsible for project planning activities with accountability for project goals, timelines, and expectations, coordinates all aspects of projects; and supports the project team for the successful delivery of projects.
- Administers the Region’s federal and provincial funding programs and provides consultation in stakeholder meetings to evaluate funding opportunities/initiatives.
- Develops reports for Council and senior management to advocate to senior levels of government for funding opportunities, formula and considerations that align with the Region’s policy framework and priorities.
- Provides expertise, researches, monitors, interprets, and reports on economic data/assumptions that may have a major impact upon the Region that could affect anticipated revenues, growth, or employment.
- Manages the design and development of complex models and/or spreadsheets to interpret and project the financial implications of policy measures and makes recommendations on special projects.
- Oversees the development of project financing strategies/estimates to assist with budgets and business plans.
- Works in close collaboration with stakeholders, provides the reporting and accuracy check for communication/media releases.
- Responsible for forecasting and monitoring of annual fees charged to the Region by the Municipal Property Assessment Corporation (MPAC).
- Participates in planning and formulation of strategic initiatives for service improvements.
- Assists in the overall direction of setting goals, objectives, developing policies and procedures.
- Assists in preparing, recommending, monitoring, and controlling the Branch budget; prepares the business unit annual budget, special project budgets, corporate revenue strategy for Region’s budget/work plans.
- Monitors and evaluates service delivery and develops effective and innovative program delivery methodologies to meet mandates, legislation and Branch and Regional program service requirements.
- Liaises with and proactively develops relationships with stakeholders to facilitate the delivery of services.
- Participates on or chairs committees, meetings, task forces, work groups and special projects, as directed.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Prepares reports, briefing notes, presentations, statistics, and analysis, for Senior Management and/or Council.
- Ensures adherence to the Region’s policies, guidelines and bylaws and manages information in accordance with legislation and corporate standards.
- Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
- Promotes the code of conduct, Regional values, and HR policies with all staff of the section.
- Performs other duties as assigned to meet Departmental goals and program/service objectives.
**QUALIFICATIONS**
- Successful completion of a University degree in Business Administration, Economics, or a related discipline or approved equivalent combination of education and experience.
- Minimum five (5) years of progressively responsible experience in a large multi-divisional organization with responsibility for modelling, forecasting, analysis, and public policy development, including two (2) years of demonstrated supervisory or leadership experience.
