**Position Summary**:
The **Manager, Financial and Economic Analysis** provides operational leadership for service and funding agreements and financial management pertaining to the innovative, efficient, and sustainable delivery of Health Benefits programs and services.

The Manager oversees the implementation and administration of agreements governing the delivery of services through public and private partners, First Nations communities and service organisations. The Manager leads reporting of Health Benefits utilization and expenditures, highlighting trends, drivers, risks, and mitigation options to support data driven decision making. The Manager leads the analysis of client and cost implications of proposed transformational changes to the Health Benefits program.

This role is located in Vancouver, BC, and the successful applicant is required to be in office as needed.

**As a health and wellness organization, the First Nations Health Authority has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. **Responsibilities**:

- Implements and administers service agreements for the delivery of Health Benefits with public partners and third party providers, including the accurate identification of clients and cost allocation for eligible First Nations individuals residing in British Columbia
- Works in partnership with First Nations communities and service organizations to implement and reconcile funding agreements to support community delivered Health Benefits
- Delivers efficient financial management for Health Benefits including budget setting, cost and variance analysis, measuring the effectiveness of Health Benefits initiatives to support the successful delivery of organizational goals
- Manages the validation of Health Benefit expenditures, identifying and implementing opportunities for optimizing cost allocation
- Identifies and manages risks, identifying mitigation strategies to support effective program management
- Leads regular and ad hoc reporting of Health Benefits claims access and expenditures, integrating data from a variety of sources to provide a complete picture of Health Benefits activities
- Leads the improvement of existing reports and develops new reports highlighting trends, drivers, risks, and mitigation options within Health Benefits to support data driven decision making
- Analyzes client and cost implications of proposed transformational changes to the Health Benefits program, and tracks and reports on the impacts of transformational changes post implementation
- Develops and maintains standard operating processes and procedures for principal duties and responsibilities aligned with organizational and industry best practices
- Responsible for ensuring service standards are met and identifying where none exist
- Performs supervisory and human resource management functions including identifying requirements, staffing/hiring processes, providing coaching and leadership to staff, development of learning and development plans, and managing and motivating performance in a wellness based multi-disciplinary transforming environment

**Qualifications**:
**Education and Experience**
- University degree in Finance, Economics, Public Administration, Business Administration, or a relevant field of study (Master’s degree preferred) plus 8 years of related experience, or an equivalent combination of education, training, and experience.
- Chartered Professional Accountant designation is an asset
- 6 to 8 years’ experience in health care or health benefits management is an asset
- Significant experience with financial analysis, risk assessment, and service agreement management
