Position Summary
The Program Manager of Children’s Services is responsible for working collaboratively with the Program Director and Program Medical Director to provide leadership congruent with the Vision, Mission, Values and Strategic Objectives of the organization. The Program Manager fosters partnerships with internal and external stakeholders that promote safe, effective, evidence-based, and quality outcomes in a patient-focused environment. Additionally, this role is accountable for program planning, resource allocation, utilization, monitoring indicators and creation of a supportive working environment.
The Program Manager will be responsible for a portfolio spanning the following specialized services: Inpatient Paediatrics, Neonatal Intensive Care and Paediatric Outpatient Clinics, including Paediatric Oncology, Paediatric Asthma, Paediatric Diabetes, Paediatric Day Procedures, Children’s Complex Care Navigation Program, Paediatric Eating Disorders, Regional Sexual Assault and Domestic Violence Treatment Centre, Regional Centre for Suspected Child Abuse and Neglect, and Paediatric Bariatrics.
**PRIMARY RESPONSIBILITIES**:
**Provides leadership by**:
- Using clinical knowledge and leadership to promote high quality, patient-focused care
- Implementing the scope and direction of patient services consistent with the OSMH strategic plan and LHIN priorities
- Ensuring continued development of system and processes improvements
- Ensuring the maintenance and ongoing development of clinical policies and procedures
- Balancing available resources to ensure an overall positive experience for our patients
- Monitoring and maintaining acceptable standards of professional practice within the portfolio
- Communicating regularly with the Program Director
- Measuring and comparing quality indicators, utilization and program performance with established and corporate benchmarks in partnership with stakeholders
- Facilitating the OSMH Care Team to identify quality initiatives, service opportunities and formulate proposals to improve the Program care delivery and service
**Provides Leadership as part of the Management Team by**:
- Contributing to policy development while representing the needs of Patient Care Services
- Meets regularly with the Program Director and OSMH Program Medical Director, as well as other stakeholders in the organization, to ensure timely communication of information
- Participates in short and long term planning
- Participates in development of annual objectives for the hospital and Children’s Services
- Utilizing effective problem solving options/alternatives to achieve best possible outcomes for all involved
- Participates on internal and external committees as appropriate.
Represents the Hospital and participates in decision-making with external partners including the LHIN and others as appropriate by:
- Establishing, developing and maintaining collaborative, collegial and interdisciplinary partnerships with all internal and external stakeholders to facilitate care
- Maintaining awareness about current health care developments and ensuring Program and member adherence to professional, ethical, cultural, accreditation and legal standards
**Ensures proper Resource Management by**:
- Selecting effective staff/leaders for patient care programs and serving as a mentor and role model
- Mentoring, coaching and supporting all members of the Team to function maximally in their role, enabling them to identify strengths and/or opportunities for further development
- Serving as an advocate for safe, quality care for patients and high performance standards from staff
- Overseeing and coordinating the development of clear financial plans for service - financial, human resources, supplies, and equipment
- Evaluates human resource needs to select, recruit and retain individuals to meet the needs of the program
- Establishes performance expectations, program goals and objectives, and performance measures congruent with Mission, Vision and Values of the organization
- Analyzing financial outcomes and intervening to effect change when necessary reviewing indicators for quality, effectiveness and efficiency of service
