Cultural Advisor, Indigenous Relations

The position is also responsible for overseeing the City’s Ceremonial Site. This position reports to the Director, Indigenous Relations. Key Duties & Responsibilities Lead the development and implementation of Indigenous inclusion strategies that reflect the values, traditions, and worldviews of First Nation, Métis, and Inuit peoples. Coordinate and facilitate culturally relevant programs and services that address social and cultural issues impacting Indigenous communities, with a focus on inclusion, equity, and reconciliation. Establish and maintain respectful partnerships with Indigenous organizations, Elders, Knowledge Keepers, and community stakeholders to support collaborative initiatives and shared outcomes. Oversee the planning, activation, and stewardship of the City’s Ceremonial Site, ensuring its use aligns with Indigenous protocols and supports community healing, celebration, and education. Provide leadership and guidance in the development of municipal policies, procedures, and protocols that incorporate Indigenous perspectives and promote cultural safety. Support internal and external education and training initiatives that build awareness and understanding of Indigenous history, culture, and contemporary issues. Lead the recognition and activation of significant Indigenous dates and events, ensuring meaningful engagement and representation of Indigenous voices in civic programming. Identify and respond to emerging community needs, using a community development approach to enhance service delivery and reduce barriers to participation. Monitor and evaluate program outcomes, preparing reports and recommendations to inform continuous improvement and strategic planning. Advocate for inclusive municipal practices, serving as subject matter expert and champion for Indigenous inclusion across the organization. Responsible for the care, storage, and maintenance of the City of Regina’s tipis. Key Qualifications University degree in Indigenous Studies, Social Work, Public Administration, Community Development, or a related field. A combination of education and lived experience may be considered. Minimum of three (3) years of progressively responsible experience working with Indigenous communities, organizations, or in a role focused on Indigenous inclusion, cultural programming, or community development. Strong understanding of Indigenous governance structures, ceremonial practices, and cultural protocols, including experience working with Elders and Knowledge Keepers. Indigenous Worldviews & Protocols: Deep understanding of First Nations, Métis, and Inuit cultures, histories, languages, and traditional knowledge systems. Ceremonial Practices: Knowledge of Indigenous ceremonial protocols, seasonal cycles, and cultural significance of sacred spaces. Municipal Governance & Policy: Familiarity with municipal structures, policy development processes, and reconciliation frameworks. Community Engagement Models: Understanding of inclusive engagement strategies, trauma-informed approaches, and culturally safe practices. Leadership & Facilitation: Ability to lead cross-functional teams, facilitate culturally respectful dialogue, and guide collaborative planning processes. Strategic Planning: Ability to develop and implement long-term strategies that integrate Indigenous perspectives into municipal programs and services. Relationship Building: Skilled in building trust-based relationships with Indigenous communities, Elders, Knowledge Keepers, and external partners. Cultural Competency & Humility: Practiced in self-reflection, continuous learning, and respectful engagement across diverse cultural contexts. Communication: Strong written and verbal communication skills, including the ability to teach, present, and train on Indigenous topics. Working/Other Conditions Must have the means and ability to travel within the City of Regina and work flexible hours. Must be able to lift, carry, and move tipi poles, pins, and canvases.
