Manager, Occupational Health and Safety Primary Purpose:The Manager, Occupational Health and Safety (OHS) is responsible for leading and overseeing comprehensive occupational health and safety programs across the university, supporting compliance with relevant legislation, regulations, and industry leading practices. This position provides strategic guidance, manages OHS client services, and participates in high-level consultations to meet the evolving needs of the university community. Nature of Work: The manager leads a team of safety professionals and is responsible for executing a range of OHS programs, including incident reporting, investigations, construction and trades safety, contractor safety management, asbestos safety, ergonomics, industrial hygiene, and other compliance-related initiatives.  This position fosters a culture of safety and collaboration, effectively implementing policies and procedures across the university and supporting others with compliance. As a vital member of the safety team, the manager works closely with other internal departments to proactively address safety challenges and continuously improve the university’s safety practices.  Typical Duties or Accountabilities: Leads the development and implementation of innovative and comprehensive safety programs, complying with regulatory requirements and leading practices in areas such as incident reporting, investigations, construction and trades safety, contractor safety management, ergonomics, industrial hygiene, asbestos management, and other health and safety compliance matters. Leads a team of safety professionals, managing recruitment, professional development, employee engagement, performance management, and discipline up to and including terminations Engages employees at all levels to foster a safety culture, encouraging participation in safety committees and reporting systems to contribute to improving workplace safety. as required.  Contributes to strategic planning at the department level, setting priorities, and supporting decision-making to improve safety operations across the university. Manages budget processes, including salary and non-salary expenditures, ensuring fiscal responsibility and the continued financial sustainability of health and safety operations. Develops, reviews, and maintains internal safety procedures to ensure processes meet or exceed current regulatory and compliance standards. Facilitates incident investigations and follows up with relevant stakeholders, including colleges and units, leadership teams, human resources, and external partners, leading effective resolution and compliance with safety protocols. Leads timely and accurate reporting of compliance matters within the department, collaborating with relevant government ministries to resolve any issues promptly. Analyses safety-related data and trends, providing regular reports to leadership, identifying areas for improvement, and tracking the effectiveness of safety initiatives. Partners with college and unit leadership to advise on specific incidents, analyze health and safety regulations and incident data, and support proactive and reactive measures to maintain a safe work environment. Develops and manages service delivery standards, focusing on continuous improvement by identifying opportunities to enhance service delivery and address both current and future health and safety issues. Manages change efforts related to health and safety initiatives, leading the implementation of new protocols, regulations, or technologies across the institution. Leads or coordinates annual safety audits for compliance with safety regulations, identifying gaps in practices, and implementing corrective actions. Monitors the documentation and analysis of near-miss incidents, using this information to improve safety practices and reduce the risk of actual incidents. Provides ongoing support to unit leadership to maintain operational effectiveness. Collaborates with human resources and leadership teams to address safety-related challenges and foster a culture of proactive problem-solving. Communicates and acts in a respectful and professional manner, collaborates effectively, abides by policy, contributes to a positive and productive work and learning environment, and models these behaviours across the institution. Builds and leads diverse teams, champions inclusive leadership, and values different perspectives. Education: A bachelor’s degree in a relevant field. Canadian Registered Safety Professional (CRSP) or Certified Health and Safety Consultant (CHSC) designation is an asset.  Experience: A minimum of five years’ experience as an Occupational Health and Safety (OHS) practitioner. Experience managing a team of health and safety professionals is preferred. Previous experience working in a unionized or post-secondary academic environment is preferred.  Skills: Working knowledge of occupational health and safety standards, regulations, and legislation.  Demonstrated experience in incident prevention and investigation, WCB system and process, and implementation of safety systems in complex environments.  Proven ability in conflict resolution and de-escalation.  Demonstrated ability to cultivate a positive, results-oriented team environment.  Proven problem-solving abilities with a collaborative solution-oriented approach.  Proven ability to communicate effectively and interact in a professional, respectful, and inclusive manner.
