We are a trusted provider of end-to-end integrated Urban Transportation Solutions. From Light Rail Transit (LRT) to subways and commuter rail systems, Aecon’s expansive resources for planning, engineering, procuring, building and commissioning large-scale infrastructure projects means we can handle all aspects of a transit project, from conception through operation. Aecon is seeking an experienced Commercial Director to join our Urban Transportation Solutions group and lead commercial management for a major rail project in Quebec. This role is critical in overseeing contracts, claims, procurement, and risk management throughout the project lifecycle, ensuring compliance with Quebec’s civil law and regulatory requirements. What You'll Do Here: Lead commercial strategy and execution from bid phase through project close-out. Manage prime contract administration, change management, claims, and dispute resolution. Draft, review, and negotiate contracts with clients, subcontractors, and suppliers. Oversee procurement planning, tendering, and contract execution. Ensure compliance with Quebec civil law, francization requirements, and provincial regulations (RBQ, CCQ, CSST). Monitor commercial KPIs, provide reporting to executives, and engage legal and insurance advisors as needed. Drive risk mitigation, revenue optimization, and claim avoidance strategies. Implement and monitor procurement scheduling and plans, facilitate competitive tendering process for materials, goods, services, and equipment, including development of terms and conditions, scope, and specification requirements, implementing and overseeing the bidding process with pre-qualified companies. Evaluate submitted bids, including tender analysis and recommendation. Develop and maintain effective core processes for the Procurement group, including procurement strategy, initiation, and execution, expediting, and materials management, light and heavy equipment fleet management for the project. Evaluates the effectiveness of core procurement processes and embeds lessons learned into core processes. Ensure procurement is delivered in accordance with Project Execution Plans, provides procurement subject matter expertise to the project, resolve procurement team performance issues, and improves project execution capability. Issue regular reporting and analytics on commercial issues to Executives (internal and JV ExCo) and Project Managers. Engage with Aecon’s insurance advisors to develop appropriate Project insurance programs and coverages. Lead and mentor a team of commercial professionals, fostering an inclusive and results-driven culture. What You Bring to the Team: 20+ years of commercial management experience on major EPC infrastructure projects ($500M+), including DB/DBFOM delivery models. 5+ years in a leadership role managing teams and complex contracts. Degree in Law, Engineering, Quantity Surveying, or related field. Expertise in Quebec Civil Code and provincial procurement/construction regulations. Proven experience in claims management, dispute resolution, and change management. Strong knowledge of procurement processes, contract administration, and risk management. Familiarity with ERP systems and project management tools (Primavera P6). Excellent negotiation and communication skills. Fluency in French and English (oral and written). Must be local to Quebec City or willing to relocate.
