Are you a highly self-motivated professional with experience in project development or management, related to infrastructure projects?Do you have a strong understanding of technical document preparation or review, including Statements of Work, technical drawings, and specifications?Are you a great communicator, who is experienced in managing strategic relationships and utilizing positive negotiation tactics?We are looking for a candidate with strong technical, interpersonal, and critical thinking skills to join our DCC team in Edmonton, Alberta.The Coordinator, Contract Services (Procurement Officer), arranges and prepares standard contracts for the Client-Partners (e.g. construction, professional services). The incumbent determines Client-Partner needs, provides advice on appropriate procurement approaches, reviews Client-Partner documentation, and arranges for the preparation and submission of documents to the responsible contract authority. The incumbent also makes recommendations to the contract authority about initiating procurement, process decisions and contract awards, and manages the Client-Partner relationship.KEY AND PERIODIC ACTIVITIES Duties and responsibilities listed below are representative but not all-inclusive: PrimaryProvide advice to Client-Partners on all aspects of procurementReview Client-Partner information (e.g. specifications, financial details, security) and assemble for submission to the contract authorityPrepare procurement documentsReview tender submissions for compliance and facilitate proposal evaluationsMake recommendations to the contract authority for approval (e.g. procurement initiation, process decisions, contract awards)Negotiate contracts with proponentsRespond to inquiries from biddersCommunicate with Client-Partners and industry, including debriefing unsuccessful biddersPrepare Notices of Proposed ProcurementDevelop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholdersEnsure quality standards are met, in line with corporate and Client-Partner expectationsOtherReview and approve initiation and award of contracts, within delegated signing authorityParticipate, promote and sometimes lead procurement planning with Client-PartnersManage riskOther duties as assignedSKILLS General and Specific KnowledgeBest practices, methods, trends and legislation in procurementDCC and Client-Partner procurement processes and proceduresGovernment policies and trade agreementsProject and risk management principlesFormal Education and/or Certification(s) and ExperienceMinimum: college diploma in architecture, engineering technology or related field with four years’ relevant experience, or the equivalentAbilitiesUse applicable computer software and operating systemsApply project and risk management techniquesDEVELOPMENT AND LEADERSHIPProvide functional direction and advice to employees and to Client-PartnersWORKING CONDITIONS Typical office environment with occasional travelSome work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipmentCheck out the benefitsWorking with DCC offers excellent opportunities for growth – and entitles you to one of the job market’s best benefits packages.
