We envision a bright future in Coquitlam that we hope includes you About You / What We Are Looking For The City of Coquitlam is seeking a strategic, analytically strong Information and Communications Technology (ICT) Finance Specialist to support one of the organization’s most important transformation efforts — the evolution and modernization of our technology and digital services. This is a unique opportunity for a finance professional who thrives at the intersection of financial planning, analysis, and technology. This role will play a key part in shaping the future-state ICT financial model, developing the roadmap to get there, and ensuring long-term financial sustainability and affordability. You are someone who brings exceptional strength in financial planning, modelling, and analysis, paired with strong business acumen and strategic thinking. You are comfortable working in evolving environments, enjoy solving complex problems, and can translate data into clear insights and recommendations. While familiarity with municipal environments is helpful, it is not required — this role is well-suited to candidates from a variety of backgrounds who bring the right financial expertise, curiosity, and adaptability. Strong written communication skills are essential, as you will prepare financial analyses, business cases, and written materials that inform senior leadership decision-making and support Council reporting. You are collaborative, thoughtful, and confident in your recommendations, with the ability to stand by your analysis while remaining flexible and open to feedback. This position reports directly to the Manager, Business and Innovation, and works closely with multidisciplinary teams across Finance, ICT, and Corporate Services. What You Will Do In this role, you will: Provide strategic financial planning, modelling, and analytical support for ICT and Corporate Services initiatives, including the Technology Modernization Strategy. Develop and enhance capital funding frameworks, financing strategies, and long-term financial models to support technology and infrastructure investments. Lead and support complex financial analyses, business cases, and affordability assessments to inform policy, planning, and investment decisions. Support the annual budget process, five-year financial planning, long-term financial strategies, monthly reporting, forecasting, and performance measurement tools. Analyze financial impacts and risks associated with major initiatives and provide clear, data-driven recommendations to senior leadership. Review funding strategies and modelling results; identify funding gaps and recommend approaches to ensure long-term financial sustainability. Support the development and review of policies, bylaws, procedures, and financial controls to manage corporate risk and ensure compliance. Prepare and contribute to statutory, management, and Council reports, working collaboratively with internal partners to gather and validate information. Work closely with Finance, ICT, and other internal departments to support project discovery, requirements gathering, and effective change management. Maintain awareness of applicable legislation, bylaws, and regulatory requirements relevant to the role. Contribute to departmental and organizational strategic goals and perform other related duties as required. Minimum Qualifications University graduation with a Bachelor’s degree in Commerce, Finance, Business Administration, or a related field. Five to seven years of progressively responsible financial experience. Demonstrated expertise in financial planning, modelling, forecasting, and business case development. Strong analytical skills with the ability to interpret complex data and provide clear, actionable recommendations. Preferred Qualifications Chartered Professional Accountant (CPA) designation and/or professional finance accreditation. Experience working in a municipal, public-sector, or consulting environment. Experience supporting technology-related financial planning, funding strategies, or technology contracts. Experience working with enterprise resource planning (ERP) systems or complex financial systems. Other Requirements Include Strong written and verbal communication skills with the ability to present complex financial information clearly. High level of independent judgment and ability to work effectively under broad direction. Ability to manage competing priorities in a fast-paced, evolving environment. Proven ability to collaborate across teams and build strong, respectful working relationships. Innovative, motivated, and adaptable, with a continuous improvement mindset. What We Offer: This excluded position has an annual salary range of $113,373 - $127,529 (2025 rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills. Additionally, there is an opportunity to participate in an earned day off/flex day program. This position is based in Coquitlam with some flexible, hybrid work options available.
