Applicants are encouraged to self-identify on their electronic application.As a member of the Community Standards and Compliance team reporting to the Supervisor(s) of Regional Compliance, the Compliance Officer II (COII) is responsible for enforcing Municipal Legislation existing in a range of By-laws including but not limited to: Halifax Regional Municipality Charter Part XVDerelict Buildings By-law Noise By-law Pesticides By-law Streets By-lawSolid Waste Collection and Disposal By-law Animal By-law Nuisance By-law Sidewalk Cafe By-lawParks By-lawTemporary Sign By-lawDUTIES AND RESPONSIBILITIES:Ensures public compliance with municipal by-laws through negotiation, education, issuance of tickets, laying of charges and preparing and serving Orders.Conducts investigations regarding alleged by-law violations and Halifax Regional Municipality Charter violations.Educates and provides information to the public regarding municipal legislation.Interprets and enforces legislation.Documents appropriate case file information while conducting investigations.Receives, reviews and makes recommendations on extension requests from property owners.Identifies and documents work required to remedy dangerous or unsightly premises.Attends site meetings with contractors and identifies violations to be removed.Manages and supervises contract services in the remedy of violations.Identifies species and breeds of a variety of wild and domestic animals. Captures and impounds stray or dangerous animals using animal control equipment such as catch poles and humane traps.Observes and identifies signs of illness or injury in animals, reports symptoms and transport injured animals.Responds and provides support to Halifax Regional Police to seize and impound animalsConduct site inspections to confirm sidewalk café is built as per submitted plan(s) Perform traffic control duties during emergency events and response Reports, Correspondence, Appeals and Legal mattersIssues “Orders” or “Notices” and reports as required by HRM By-laws and Halifax Charter.Provides case file information and status updates through oral or written communication.Presents oral and written reports to Appeals Standing Committee of Council.Lays charges before the courts (long form information) or issuance of Summary Offence Tickets (SOT) to individuals who violated HRM by-laws or HRM Charter.Compiles evidence for the appointed Administrator and/or Municipal Solicitor.Represents HRM as a witness in prosecution proceedings.Makes recommendations on enforcement files through written reports.Liaises with HRM Legal, other business units and individuals related to the enforcement of municipal by-laws.Serves summonses and legal documents.Prepares and serves warrants.Attends Court as required.AdministrationMaintains, monitors and analyzes case files in the enforcement database.Tracks and saves digital photo evidence through established process.Daily use of a computer to input inspection data, communicate with other staff and external clients, develop correspondence, reports, and Orders.Conducts research using Property Online, Registry of Joint Stocks, GIS, etc. to determine property location and property ownership.Identifies trends in by-law violations or potential difficulties with by-law policies. Makes recommendations for improvement to enforcement procedures.May perform other related duties as assigned.QUALIFICATIONS:Education & Experience:Undergraduate degree in public administration, criminology, political science, or related fields such as Law and Justice studies may also be consideredMinimum three (3) years’ experience working in enforcement of municipal and/or provincial by-laws or regulations.Minimum three (3) years’ experience delivering face to face customer service that involves de-escalation of customer complaints.Minimum of two (2) years of experience with database software.An equivalent combination of education and experience may also be considered.Certification for ICS 100 and 200 considered an asset.Technical / Job Specific Knowledge and Abilities:Ability to effectively deal promptly with conflict and stressful situations with tact and diplomacy using good judgment.Ability to work independently with minimal supervision and make sound decisions which impact public safety. Ability to make decisions relative to urgency and importance and public scrutiny.Ability to prioritize and coordinate a multitude of tasks and responsibilities.Working knowledge and experience of methods and techniques of humane capture and impound of domestic and wild animals of an unpredictable nature. Ability to communicate effectively (both orally and written) and strong interpersonal skills.Good observation, problem solving and decision-making skills.Ability to maintain confidentiality.Demonstrated organizational and administrative abilities.Knowledge of standard office software and technology including Microsoft Office Suite, and enforcement database systems.Knowledge of proper witness interview techniques and how to gather and present evidence.Knowledge of municipal by-laws and Halifax Regional Charter considered an asset.Ability to remain calm during stressful and highly charged emotional situations involving animals, animal owners, victims, and witnesses.Ability to assess sick or injured animals and provide basic first aid considered an assetKnowledge of quality customer service principles.Security Clearance Requirements: Applicants may be required to complete an employment security screening check.Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion. Shifts are either 8:00 a.m. to 4:00 p.m. or 10:00 a.m. to 6:00 p.m. 35 hours per week. As well, the availability to work overtime as needed to meet operational needs on Saturday's and Sunday's.
