Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: The Director, Asset, Risk & Quality - Technical Services provides leadership and strategic direction for the risk, quality and engineering stewardship of facilities and infrastructure physical assets and the built environment within the Fraser Health Authority including human resource management and budget control. Primary partnerships are with the Executive Directors, Directors, Chief Operating Officers and other senior leaders of Fraser Health as well as private sector partners, government agencies, regulatory bodies and external stakeholder groups. Responsibilities Acts as the Authority Having Jurisdiction under the Chief Facilities Management Officer of all engineering and technical standards, specifications and guidelines for facility and infrastructure stewardship over the full planning, design, construction, operations, maintenance and renewal/disposal life cycle as per best practices. Accountable for highly complex technical process and system issues that impact the reliability and health care business continuity of health care facilities across the organization by leading direct and indirect professional engineering resources. Develops, plans and implements capital and operating budgets including budget preparation, authorization control and reporting of expenditures ensuring the efficient utilization of financial resources within objectives, plans and budgets established by the organization. Negotiates consensus with government agencies such as the Ministry of Health Services and BC Safety Authority, local governments, and regulatory bodies such as the CSA, on issues related to engineering design, operations, and regulatory compliance. Oversees the regional Standards & Compliance Committee and related initiatives. Manages the recruitment and professional development of professional and other employees through the formal assessment of training needs and development of training plans; responsible to oversee and as required, participates in the management of human resource matters. Ensures that facilities are built to the latest engineering and technical standards regarding risk and quality, compliance, safety, reliability and maintainability. Updates department knowledge of current and emerging hospital engineering and technical design and innovations through evidence-based design concepts; uses design and construction research in the development and updating of Design & Construction Standards and Guidelines. Applies knowledge and research to develop Facilities standards and guidelines. Through education and coordination across Facilities business lines fosters integration of such standards and guidelines, and other regulatory requirements and best practices. Responsible for providing strategic and technical expertise in designated subject matter areas throughout all properties of the Facilities Maintenance Operations portfolio. Develops and prioritizes capital infrastructure replacement plans for submission for funding, including determining project scope and budget, consistent with a risk management-based needs assessment and the organization's long-range and strategic Master Service Plans and Capital Plans. Oversees the procurement and management of outsourced service providers and ensures the organization's requirements and expectations are met throughout the contract period. Promotes and supports the effective implementation and utilization of facilities management software solutions, e.g. CMMS, facility condition assessments. Guides development of department performance metrics and regular reporting to the Facilities and Health Authority executives. Guides the development, implementation and sustainment of effective Quality Management systems and processes based on internationally recognized standards e.g., ISO , and as required by regulating and standards bodies including Accreditation Canada and the CSA. Guides development and application of the regional Risk Management Program and related initiatives, including regular reporting to the Facilities and Health Authority executives. Guides development, implementation and sustainment of effective and integrated Asset Management processes across Facilities business lines, based on internationally recognized standards e.g., ISO . Develops programmatic approaches to managing critical infrastructure assets. Leads the Engineering department supporting Asset, Risk and Quality initiatives including standards development, design reviews, compliance, conditional assessments, new and evolving technologies, and continuous quality improvement. Qualifications Education and Experience Master's degree and professional designation in a relevant discipline (P. Eng., Arch. etc.). Ten years' recent, related experience in progressively more complex and senior management and leadership roles in a large, unionized, multi-site organization with responsibilities for facilities engineering and/or operations & maintenance and/or capital projects planning, design and implementation plus directing best/innovative asset risk, quality and engineering standards, programs and initiatives or an equivalent combination of education, training and experience. Ability to manage, establish and meet deadlines in a dynamic environment with changing priorities. Ability to operate related equipment including related software applications. Physical ability to perform the duties of the position.
