The Health, Safety, and Environment (HSE) Programs Lead works under the strategic direction of the Director, HSE Programs, ensuring technical execution and continuous improvement of HSE initiatives. The HSE Programs Lead is responsible for advancing PCL’s HSE programs through continuous improvement, innovation, and effective implementation. This role leverages both field and program development experience to ensure HSE initiatives are practical, forward-thinking, and aligned with the needs of project teams across the company. The HSE Programs Lead collaborates extensively with internal and external stakeholders to identify, adapt, and scale best practices, supporting PCL’s commitment to industry leadership in safety. Here's how a HSE Programs Lead for our Edmonton NAHQ office contributes to our team:ResponsibilitiesDevelop and revise HSE programs and procedures, ensuring clarity, compliance, and an accurate reflection of how work is performed in the field.Collaborate with subject matter experts, project teams, and cross-functional partners to ensure HSE programs are practical and alignment with operational realities and industry best practices.Research, evaluate, and recommend innovative HSE practices from across districts and the broader industry for corporate adoption.Implement identified improvements into core HSE management system processes—including Incident Management, Risk Management, and Assurance—by integrating leading practices and supporting their implementation across the organization.Develop and execute change management and communication plans to support the rollout and adoption of new or revised programs.Utilize data analysis to assess program effectiveness and identify opportunities for further improvement.Facilitate knowledge sharing and promote consistency in safety programs across the organization.Represent PCL in technical forums, industry groups, and with regulatory bodies to share insights and stay current with emerging trends.Champion a culture of safety, learning, and innovation throughout the organization.QualificationsDiploma, degree, or certificate in Occupational Health and Safety or a related field.CRSP or CSP designation is an asset.Minimum 10 years of field HSE experience (construction or industrial preferred; broader HSE experience considered).Minimum 3–5 years of experience in HSE program development (may overlap with field experience).Demonstrated technical writing, communication, and facilitation skills.Proficiency with Microsoft Office; experience with AI tools for program development is an asset.Strong collaboration, change leadership, and analytical abilities.Willingness to travel (approximately 1 week per month).
