The Director of Social Programs is responsible for directing and leading the overall operation of the Social Programs Division. This includes the delivery of programs and services in the areas of: Social Assistance; Accessibility Support (Assured Income); Child Care Subsidy; Seniors Independence; Targeted Basic Income Guarantee; School Age Autism Supports; Employment Supports and NGO Residential Support Services. The Director of Social Programs provides senior policy advice and strategic planning on all matters concerning comprehensive social programs development and represents the Deputy Minister and Department in various initiatives including provincial, regional and national committees and working groups. Duties will include but are not limited to: Leads the Division to ensure a responsive service that is evidence-based and rooted in the principle of continuous improvement; Leads the strategic and management planning process for the Division and co-leads the implementation and monitoring of the poverty elimination action plan; Responsible for the performance outcomes of programs within the division and ensuring the provision of high-quality services to all Islanders; Responsible for developing, reviewing and coordinating and/or amending related policies and legislation; Provides high quality advice, assistance and information to the Minister, Deputy Minster and other Department Divisions pertaining to strategic and operational planning as well as existing policies and programs. Assists the Deputy Minister in the development and promotion of the Department’s broad goals and priorities into objectives, guidelines, policies, core programs and standards. Responds to media inquiries, reviews press releases, responds to inquiries, prepares legislative briefings & annual reports; Leads the human resource planning for the division including recruitment and retention of staff and their appropriate allocation; Establishes and maintains effective working relationships with and between staff and their Union. This involves establishing and maintaining positive staff and labour relations through the positive workplace initiative; with an overall objective to establish a positive staff morale; staff engagement; satisfactory workplace health and safety; and, appropriate staff development and training; Provides leadership and supervision to direct reports; Leads and participates in Federal/Provincial initiatives relating to social services and disability specific matters; Develops and manages the annual budget, prepares quarterly forecasts, identifies and implements operational efficiencies. Other duties as required. Minimum Qualifications: Must have a university degree at the Bachelor’s level in a related discipline supplemented by a course work in leadership/management from a recognized program; a Master’s degree is preferred. Extensive management experience at a senior level including strategic planning, program and policy development, program delivery and evaluation, financial management, supervision and human resource management, risk management, as well as extensive experience in establishing and maintaining effective partnerships. Extensive experience in the management of health or social programs and services, or related field. Knowledge and experience of Collaborative Case Management, Motivational Interviewing and Trauma Informed Care practices would be an asset. Demonstrated equivalencies will be considered. Knowledge of principles, best practices, concepts and legislation pertaining to programs and services offered by Social Programs. Excellent organizational, communication, interpersonal, leadership, management, conflict resolution and collaborative skills and the ability to plan and think strategically and innovatively. A good previous work and attendance record and an acceptable criminal record check and vulnerable sector check. This competition may be used to fill future job vacancies.
