Land Manager

The Land Management Services Team with the Ministry of Highways has one two-year term opportunity for a self-motivated individual with excellent interpersonal, cooperative and leadership skills to fill the role of Land Manager. Reporting to the Programs Manager, the position calls for attention to detail and excellent relationship management skills.
The successful candidate will expedite the land acquisition, disposal and permitting programs including direct involvement with landowners and/or their solicitors, utility companies, real estate firms and other stakeholders. The position directly supervises Land Specialists, as well as external land agents, appraisers and surveyors. The Land Manager will provide advice to internal and external clients, senior officials and other interested parties.
Key Competencies- Interpretation and application of legislation, regulations, policies and procedures to complex and controversial situations;
- Oral and written communication intended to provide clear and concise information regarding complex issues to a variety of audiences. This includes preparation of briefing notes and attendance at public meetings regarding proposed highway projects and other issues;
- Independent organization and prioritization of the workloads of others in order to meet deadlines;
- Planning and setting priorities to organize a large volume of tasks to meet project goals in a timely manner;
- Establishing and maintaining effective working relationships with stakeholders including colleagues, consultants, first nations groups, federal and provincial regulatory agencies, municipal councils and the general public;
- Facilitation, negotiation and mediation skills to arrive at agreeable and workable solutions in conflict situations;
- Assessing appropriate rates of compensation with respect to land management, including acquisition and disposal. This involves determining fair market value, damages to remainder, lease rates, etc.;
- Understanding highway design, construction, and maintenance procedures and ability to interpret engineering plans;
- Knowledge of the Torrens Land Registration system and legal land survey practices.
Typically, the knowledge required for the position would be obtained through a degree in planning or a diploma in survey technology or land administration, and comprehensive knowledge directly related to property appraisal, valuation, and negotiation. Membership in and professional designations from the International Right of Way Association and/or the Appraisal Institute of Canada are considered assets. An equivalent combination of relevant education and experience may be considered.
This position will be required to travel. Therefore, a valid driver’s license is required.
