Position Summary

The Safety & Compliance Manager plays a pivotal role as a Subject Matter Expert, ensuring the seamless integration of safety, compliance, and training initiatives within British Columbia. This position requires a deep understanding of provincial regulations, Long Combination Vehicle programs, and a commitment to fostering a culture of safety and compliance. As a leader in incident response, training, and audit procedures, the Safety & Compliance Manager is instrumental in upholding the Canada Cartage's commitment to excellence in the transportation industry.

Location: Port Coquitlam, British Columbia

Schedule: Monday to Friday. 40 hours

What You Will Do

Subject Matter Expert (SME)

  • Develop a working partnership relationship with operations, not an adversarial relationship

Safety

  • Manages the Incident Response Team (IRT) in the region
  • Oversee a team a small team of 2
  • Track OO out of service and pulled plates events
  • Co-ordinate Emergency Accident / Incident response and investigation
  • Conduct intake interviews regarding accidents and incidents. Includes intake of related paperwork
  • Identify accident causes using root cause analysis and provide recommendations for prevention.
  • Identify trends in accident causes and develop practices to reduce accident frequency. The national team to assist.
  • Ensure the accident/incident database is maintained by the Safety and Compliance team. (Safety & Compliance/Risk Database - CAR)
  • Work with garage regarding incidents
  • Haz-Mat spills – dock & on road as part of IRT
  • Monthly dashboard
  • NSC review and follow up with unreported events
  • SDP program for BC

Audit

  • Audit terminal compliance with regulations
  • Schedule and conduct periodic “safety blitzes” at each operating location, including contract locations, focusing on driver documentation and mechanical safety and compliance of the vehicle. i.e “Tag Program”
  • MSO program in region
  • HOS – audit logs against trip documents, fuel statements, A1 to ensure compliance with regulations , using OT1
  • Audit driver logs & DVIR’s
  • Communicate recurring issues to offenders, send warning letters as required
  • Manage SpeedGauge reports and action accordingly
  • Manage Carriers Edge online training
  • Manage driver behavior using Radius/OT1
  • Manage driver behavior using Smart Drive

Reoccurring

  • Monthly regional dashboard meeting
  • Quarterly national dashboard meeting – National team to organize

Training

  • Develop regional training programs. (National Team to assist)
  • Deliver training programs that have been established by national team
  • Oversee Orientation
  • Ensure that company policies and procedures that are related to S&C are followed. (train/coach/mentor)
  • Deliver remedial training
  • Road tests
  • Responsible for Pro Trainer program regionally
  • Initiate corrective action for non-compliance with Safety and Compliance Policies and Procedures

Admin

  • Oversee 1 admin oversee CAR and ARC and NSC analysis
  • Oversee HTA traffic infraction challenges with paralegals
  • Meet weekly with Operations to review top 3 issues of the week
  • Assist driver that require help with applying for /renew FAST cards for US drivers in Regions
  • Review and ensure new hires meet US Drug and Alcohol (D & A) requirements; maintain database of US qualified drivers, Free and Secure Trade (FAST) cards, expiry dates in Regions. (This data should be in A-1)
  • Manage driver qualification files after orientation to ensure that all files are complete
  • Populate Safety & Compliance/Risk Database (CAR)
  • Maintain Master Driver’s License (DL)# file (This data should be in A-1)
  • Maintain Master Driver Abstract file; incl annual review of driver & cvor abstracts
  • Maintains/ renews/ monitors operating authority in Regions.
  • Ordering regional carrier profiles (NSC) and forwarding data to National Safety & Compliance to update Monthly Dashboard.
  • Monthly Commercial Operator Vehicle Registration/National Safety Code (NSC) analysis and points breakdown
  • Inspections/ Tickets – monitor, maintain spreadsheet for compliance. (This needs to be entered into Safety & Compliance/Risk Database - CAR)
  • Maintain & distribute Master “Do Not Use” (DNU)List
  • Control ”de-activation” of drivers placed on the DNU list
  • Process driver reports onto company report and forward to Risk Management as required.
  • Organize and maintain the daily collection of documents
  • Hazardous waste generator manifests – storage and retention of, payment on-line of. (Manage Hazardous Waste Information network (HWIN) account).
  • Arranging for drivers selected for random or for cause D & A are tested according to regulations
  • Manages safety/compliance stock levels for training materials, daily use logbooks, pre-trip inspection books; wallet cards, spill kits, driver handbooks.
  • Process invoices for payment for stock and tickets
  • Manage citations assigned to legal help for assistance
  • Other duties as assigned

What You’ll Bring

  • 3-4 years
  • College diploma; or trade apprenticeship certification
  • Certified Instructor in the following capacities: Long Combination Vehicles (LCV), TDG, WHMIS, Air Brakes, and forklift (asset, not required)
  • Solid experience as an Class 1 driver with a valid Class 1 license
