Key Accountabilities
  • Reports to: Deputy Director, Finance
  • Direct Reports: Accounting Clerk 2; Accountant 1; Accountant 2; Accountant 3
  • Coordinates with: all Operating Departments; Senior Leadership Team; Council
  • Liaison with: external agencies, other levels of government, other municipalities, and independent consultants

The Manager of Accounting will be responsible for managing the accounting function for the City, including accounts payable, accounts receivable, financial analytics, internal financial reporting, consolidated financial statements, and audit coordination. This role requires accuracy, timeliness, and compliance with regulatory standards, ensuring the team's work is efficient and effective.

As a leader, you will manage a team of accounting staff, implement financial controls, and provide strategic insights to support the City's objectives. Your expertise will drive decision-making, problem-solving, and recommendation development for complex accounting issues and policy matters.

Responsibilities
  1. Prepare and maintain accounting and financial reports, records, statements, and estimates, including the preparation of consolidated financial statements in accordance with PSAB requirements.
  2. Perform duties under the Local Government Act, Community Charter, and other relevant legislation.
  3. Maintain Public Sector Accounting Guidelines compliance, implementing new standards as required.
  4. Plan, assign, review, and supervise the accounting team's work, including tasks related to accounting, analytics, costing, clerical activities, and other duties.
  5. Provide full scope management and leadership duties for the Accounting Team, including workforce planning, hiring, motivating, coaching, and performance management.
  6. Develop innovative strategies to streamline processes, eliminate waste, and integrate modern technologies where applicable.
  7. Collaborate with Finance department management on cross-functional goals and initiatives, ensuring aligned financial strategies, policies, standards, procedures, and controls.
  8. Provide advice and recommendations to the Senior Leadership Team on financial matters.
  9. Prepare reports and presentations for the Senior Leadership Team, Audit & Finance Committee, and Council.
  10. Coordinate and assign work related to the annual financial audit.
  11. Conduct regular audits and assessments to identify areas for improvement and ensure compliance with internal policies and procedures.
  12. Monitor financial inputs from other City systems.
  13. Supervise and control the accounting of all assets, liabilities, revenue, and expenses for all municipal departments.
  14. Prepare financial position forecasts and maintain municipal investments as required.
  15. Supervise the analysis of budget to actual variances and conduct special financial analyses as required.
  16. Maintain cooperative interdepartmental relationships to ensure efficient service delivery and accurate financial reporting.
Qualifications and Requirements
  • Chartered Professional Accountant (CPA) designation.
  • Ten years of progressively responsible accounting experience, including extensive experience in preparing municipal consolidated financial statements and analytical experience, and a minimum of 5 years of leadership experience, or an equivalent combination of education, training, and experience.
Compensation Package

The estimated salary range for this role is $120,000 - $150,000 per year, depending on qualifications and experience.
