About the Role

Reports to: Deputy Director, Finance

Salary Range: $137,525.17 - $163,720.44

Direct Reports: Accounting Clerk 2; Accountant 1; Accountant 2; Accountant 3

Liaisons with: all Operating Departments; Senior Leadership Team; Council

Collaborates with: external agencies, other levels of government, municipalities, and independent consultants

Key Responsibilities
  • Financial Reporting: Directs and participates in the preparation and maintenance of accounting and financial reports, records, statements, and estimates, including the preparation of the City's consolidated financial statements in accordance with current PSAB requirements.
  • Compliance: Performs duties as required under the Local Government Act, Community Charter, and other relevant legislation, ensuring continued compliance with Public Sector Accounting Guidelines.
  • Leadership: Plans, assigns, reviews, and supervises the accounting team's work, including tasks related to accounting, analytics, costing, clerical activities, and other related duties.
  • Strategic Planning: Develops innovative strategies to streamline processes, eliminate waste and bottlenecks, and integrate modern technologies where applicable.
  • Cross-Functional Collaboration: Collaborates with Finance department management team on cross-functional goals and initiatives, ensuring aligned financial strategies, policies, standards, procedures, and controls.
  • Advice and Recommendations: Provides advice and makes recommendations to the Senior Leadership Team on financial matters.
  • Reporting and Presentations: Prepares reports and presentations for the Senior Leadership Team, the Audit & Finance Committee, and Council.

This role requires strong leadership, analytical, and communication skills, as well as a Chartered Professional Accountant (CPA) designation. A minimum of 10 years of progressively responsible accounting experience, including extensive experience in municipal consolidated financial statements and analytical experience, and a minimum of 5 years of leadership experience or an equivalent combination of education, training, and experience is required.
