Job Summary

We are seeking a highly skilled and experienced Senior Program Analyst to join our team at BC Housing. As a key member of our program planning function, you will play a critical role in improving the delivery and management of affordable housing programs across the province.

Key Responsibilities
  • Lead complex analytical research projects, including stakeholder consultations, report preparation, and recommendation development.
  • Conduct in-depth financial analysis of complex issues within housing projects and portfolios.
  • Analyze current and proposed policies, programs, and legislation to inform policy/program alternatives and service delivery options.
  • Develop and implement recommendations to meet the strategic priorities of the Commission and government.
Requirements
  • Bachelor's degree in planning, public policy, social sciences, economics, or a related field.
  • Considerable experience in leading complex analytical research projects, including stakeholder consultations, report preparation, and recommendation development.
  • Considerable experience in public policy analysis, program design/evaluation, or complex financial analysis, particularly in the field of housing or real property.
  • Strong knowledge of provincial housing programs, subsidy models, and supporting resources.
  • Strong knowledge of financial analysis and forecasting, including loan underwriting and basic accounting in a non-profit environment.
  • Strong knowledge of social housing and social policy.
  • Strong quantitative analysis skills and attention to detail.
  • Ability to lead and coordinate complex projects, track key deliverables and milestones, and identify key measures of success.
  • Ability to work independently and as part of a team.
  • Ability to manage multiple projects and prioritize work to meet competing deadlines.
  • Ability to build and maintain effective relationships with internal staff and external stakeholders.
  • Strong analytical abilities, including intersectional analysis, research, problem-solving, and organizational skills.
  • Excellent verbal and written communication skills, including the ability to present information clearly and concisely to a variety of audiences.
  • Strong leadership skills.
  • Intermediate to advanced proficiency with Microsoft programs.
