Payroll Operations Support Specialist

The School District #39 (Vancouver) is seeking a highly skilled Payroll Operations Support Specialist to join our team. As a key member of our payroll department, you will play a critical role in ensuring the accuracy and efficiency of our payroll processes.
Key Responsibilities- Define, establish, and implement systems and project control procedures to mitigate organizational risk and ensure compliance with regulatory requirements.
- Investigate, troubleshoot, and clear time and labour errors in a deadline-driven work environment, ensuring timely resolution and minimal disruption to payroll operations.
- Run queries and validate results to identify and resolve payroll discrepancies, maintaining the integrity of our payroll systems.
- Analyze and determine corrective business processes to address issues compromising the integrity of the compensation leave table.
- Provide direction and training to other members of the Payroll/Benefits team, ensuring consistent application of business processes and procedures.
- Work closely with Payroll and Benefit Supervisors to process multi-payroll, backup, and audit work, as well as internal processes, to ensure accuracy and compliance.
- Provide reporting from time and labour division, accounting, ministry, or ad-hoc requests, maintaining accurate and up-to-date records.
- Maintain documentation and training materials to ensure consistent application of business processes and procedures.
- Stay up-to-date on employment standards and collective agreement changes, ensuring compliance and accuracy in payroll operations.
- Plan, assign, and supervise the work of a small group of subordinate staff in a team environment, providing guidance and support as needed.
- Respond to escalated concerns from employees, administrators, or other payroll staff, ensuring timely and effective resolution.
- Compile, review, and monitor statistical reports, statements, and summaries related to pay and benefits accounts, identifying trends and areas for improvement.
- Identify and resolve all payroll discrepancies, ensuring accuracy and compliance in payroll operations.
- Develop or implement Payroll policies, procedures, or processes as required, ensuring compliance with regulatory requirements and best practices.
- Prepare payroll-related filings and supporting documentation, such as year-end tax statements, pension records, and other statements, ensuring accuracy and compliance.
- Provide technical and resource support to the Division, ensuring seamless integration with other departments and teams.
- Completion of Grade 12 plus a Diploma in Accounting or Business Administration.
- Must have a Payroll Compliance Practitioner (PCP) designation from the Canadian Payroll Association (CPA).
- Minimum of seven (7) years of experience in payroll and accounting, with a strong background in end-to-end payroll cycle and timekeeping.
- Sound knowledge and experience in validating and auditing large amounts of data to ensure leave balances are not overrun.
- Experience in investigating, troubleshooting, and identifying system or business process problems, reconciliation, and maintaining payroll schedules, cut-offs, and deadlines.
- Candidates must possess sound judgment, independent decision-making, problem-solving, and strong communication skills.
- Proficiency in Peoplesoft HCM Payroll for North America is preferred.
- Experience with large HCM or other large integrated systems (e.g., SAP, Kronos) is required.
- Must be able to meet the following assessments: Excel (+80%), Accounting and Payroll.
- Must have or be willing to obtain supervisory skills training.
