Deputy City Clerk Job Description

We are seeking a highly skilled and experienced Deputy City Clerk to join our team at the City of Medicine Hat. As a key member of our administration, you will play a vital role in promoting open and transparent local government by administering sound systems and practices that support Council, Council Committees, and quasi-judicial tribunals.

Key Responsibilities:
  • Coordinate Public and Confidential Information: Ensure the flow of public and confidential information to Council, adhering to legislative requirements, such as the Freedom of Information and Protection of Privacy Act (FOIP).
  • Organize Council Packets: Deliver bi-weekly Council packets, ensuring compliance with legislated requirements.
  • Attend Council Meetings: Attend evening Council and other required meetings, ensuring smooth meeting flow through software coordination.
  • Prepare Meeting Minutes: Prepare meeting minutes, track bylaws, and communicate decisions post-meeting.
  • Lead Event Permit Applications: Lead Event Permit applications, advise applicants, and ensure statutory compliance.
  • Provide Research and Analysis: Provide research, analysis, and briefing support to Council and administration.
  • Deliver Presentations: Deliver presentations, advise on legislative processes, and coach staff on report drafting.
  • Provide Procedural Advice: Provide procedural advice, support governance initiatives, and maintain Council records.
  • Assist with Budget Development: Assist with budget development and participate in corporate programs.
Requirements:
  • Strong Knowledge of Legislation: Strong knowledge of legislation, including the Municipal Government Act, Local Authorities Election Act, and FOIPP Act.
  • Proficient in City Procedures: Proficient in City procedures, Bylaws, policies, and records management.
  • Excellent Interpersonal Skills: Excellent interpersonal skills to build effective relationships with employees, elected officials, and the public.
  • Skilled in Office Software: Skilled in using office software and collaborating in a team environment.
  • Strong Ethical Standards: Strong ethical standards, decision-making, and analytical skills.
  • Exceptional Communication Skills: Exceptional written/verbal communication and presentation skills.
  • Highly Organized: Highly organized, detail-oriented, with strong confidentiality and deadline management.
  • Flexible and Proactive: Flexible, proactive, with sound judgment, problem-solving skills, and alignment with corporate values.
Qualifications:
  • Bachelor's Degree: Successful completion of a bachelor's degree in a related field, such as Business, Public Administration, Law, or Social Sciences.
  • Senior Experience: Eight (8) years of progressively senior experience in the administration of government programs related to access and privacy, legislative duties, appeal boards and committees, corporate records management, and elections and census management.
  • Supervisory Experience: Experience supervising a team or leading a large corporate project.
  • Local Government Administration: Successful completion of courses in Local Government Administration from a recognized educational institute.
