Deputy City Clerk Job Description

As a Deputy City Clerk with the City of Medicine Hat, you will play a pivotal role in promoting transparency and accountability in local government. Reporting to the City Clerk, you will be responsible for administering sound systems and practices that support Council, Council Committees, and quasi-judicial tribunals.

Key Responsibilities:
  • Coordinate Public and Confidential Information: Ensure the flow of information to Council adheres to legislative requirements, such as the Freedom of Information and Protection of Privacy Act (FOIP).
  • Organize Council Packets: Deliver bi-weekly Council packets, ensuring compliance with legislated requirements.
  • Attend Council Meetings: Attend evening Council and other required meetings, ensuring smooth meeting flow through software coordination.
  • Prepare Meeting Minutes: Track bylaws, communicate decisions post-meeting, and maintain Council records.
  • Lead Event Permit Applications: Advise applicants, ensure statutory compliance, and provide research and analysis support to Council and administration.
  • Deliver Presentations: Advise on legislative processes, coach staff on report drafting, and provide procedural advice.
  • Support Governance Initiatives: Maintain Council records, assist with budget development, and participate in corporate programs.
  • Perform City Clerk Duties: Assist with elections and municipal processes, and perform City Clerk duties during absences.
Requirements:
  • Strong Knowledge of Legislation: Municipal Government Act, Local Authorities Election Act, FOIPP Act, and best practices for managing quasi-judicial Boards and Administrative Law.
  • Proficient in City Procedures: Bylaws, policies, and records management.
  • Excellent Interpersonal Skills: Build effective relationships with employees, elected officials, and the public.
  • Skilled in Office Software: Collaborate in a team environment and possess strong written/verbal communication and presentation skills.
  • Highly Organized: Detail-oriented, with strong confidentiality and deadline management.
  • Flexible and Proactive: Sound judgment, problem-solving skills, and alignment with corporate values.
Qualifications:
  • Bachelor's Degree: Business, Public Administration, Law, or Social Sciences from a recognized post-secondary institution.
  • Progressive Experience: Eight (8) years of experience in government administration, including experience supervising a team or leading a large corporate project.
  • Local Government Administration: Successful completion of courses from a recognized educational institute would be an asset.
  • Project Delivery: Proven successful project delivery.
