Job Title: Senior Bilingual Policy Analyst

The Manitoba Government is seeking a highly skilled Senior Bilingual Policy Analyst to join the Bureau de l'éducation française (BEF) team. As a key member of the team, you will play a crucial role in supporting the director in negotiating bilateral agreements between Manitoba and the federal government, or between Manitoba and other jurisdictions.

Key Responsibilities:
  • Develop multi-year action plans that are appended to bilateral agreements, ensuring consultation with interested associations and groups.
  • Conduct research, development, and evaluation of complex programs and policies related to Official Languages Programs in Education (OLPE).
  • Prepare reports relating to the OLPE for the Department of Canadian Heritage as prescribed in the bilateral agreements with Canada.
Requirements:
  • Post-secondary education in a social science-related field (e.g., Public Administration, Political Studies, Economics, Sociology, Education).
  • Demonstrated experience in program and policy analysis on complex dynamic high-level issues with the ability to develop options and provide recommendations.
  • Effective verbal communication skills (in both French and English) with the ability to present information to senior management for decision-making purposes.
  • Strong political acumen and the ability to manage confidential, controversial or politically sensitive material and situations in an appropriate manner.
Preferred Qualifications:
  • Demonstrated leadership skills, including experience in supporting, coaching and mentoring staff.
  • Knowledge and understanding of education issues and issues related to the francophone community in a minority setting.
