Job Title: Manager of Development Engineering

destinationone Consulting is working with the City of Maple Ridge, BC on a search for a Manager of Development Engineering.

Job Summary:

Under the general guidance of the Municipal Engineer, the Manager of Development Engineering will lead the Development Engineering portfolio. This includes the work of and directing the review of plans for subdivisions and other developments for engineering plans, standards and requirements.

Key Responsibilities:
  • Plans and manages the Development Engineering Section activities, including authority for, training, performance assessment, discipline, and maintenance of safe work practices.
  • Prepares and maintains detailed operating and capital needs and budgets for and related to development engineering.
  • Develops, recommends, and implements policies and procedures for Development Engineering.
  • Establishes and maintains effective communication and coordination with other departments in the Municipality.
  • Reviews and directs the reviews by staff of plans and designs submitted with applications for subdivisions, rezoning, development permits, and building permits, to ensure compliance with Municipal servicing plans, standards, and specifications.
  • Ensures that all legal and other provisions are in place prior to issuance of development permits.
  • Responds to inquiries and complaints from the public during or following development.
  • Provides information to developers and planners regarding apparent suitability of properties for redevelopment under present zoning.
  • Oversees inspection work completed by developers to ensure that approved designs and standards have been followed.
  • Ensures that temporary roads are removed; in conjunction with the Operations department, accepts municipal services which have been constructed by developers.
  • Decision making and interpretation on related legislation, policies, guidelines, and procedures with respect to work carried out by the division.
  • Participates in complex negotiations and problem-solving and in the provision of information and advice with industry, business owners, property owners, and other parties.
  • Ensures conformance of development application proposals with applicable codes and bylaws and required inspections are completed.
  • Provides policy advice to the Municipal Engineer, leadership team, and Council.
  • Communicates directly with Council, both orally and through reports, on related development issues, including legislation, policy, and guidelines; attends Council and Committee meetings as required.
  • Plans and coordinates the Department's annual work program and budget, and assists in the development of long-term corporate plans.
  • Recruits key employees to the department; represents the City in the processing of employee grievances and/or submits confidential reports in connection with grievances; may be required to give evidence on behalf of the City at formal hearings and before arbitration boards.
  • Participates in various task forces, committees, and corporate programs as required.
Organizational Relationships:
  • Reports to: Municipal Engineer
  • Direct Reports: Senior Engineering Technologist, Engineering Technologist, Subdivision and Development Technologist, Engineering, Development Technician, Engineering Inspectors
  • Coordinates with: all operating departments
  • Liaison with: community, developers, regional bodies
Requirements:
  • Completion of a University degree in Civil or Structural Engineering plus a minimum of five years of municipal related engineering experience at a supervisory level or higher, in the field of transportation/traffic operations and design, with strong knowledge of municipal development of transportation facilities.
  • Registration or eligibility for registration as a Professional Engineer with APEGBC
  • Valid Class 5 BC Driver's Licence
