Job Title: Senior Business Analyst/Project Manager

The Department of Transportation and Infrastructure's Information Technology and GIS team is seeking a highly skilled and experienced Senior Business Analyst/Project Manager to lead the delivery of large IT projects.

Key Responsibilities:
  • Establish priorities, define, allocate resources to, plan, manage, control, and successfully deliver assigned projects.
  • Elicit, define, document, and analyze business requirements, and explore alternative options to meet functional and non-functional business needs.
  • Work with external consultants, vendors, and internal Government partners to provide IT solutions to MTI's internal and external stakeholders using Commercial Off the Shelf (COTS) packages, Microsoft Dynamics, Power BI, and the Microsoft Power Platform.
Requirements:
  • Post-secondary education in Computer Science, Information Systems, Geography, Geographic Information Systems (GIS), or a related discipline.
  • Experience with business analysis, including analyzing and defining business requirements, developing business cases, and identifying strategic processes and technological solutions.
  • Extensive experience with IT project leadership, including project and stakeholder management.
  • Strong interpersonal skills, including the ability to develop and maintain positive working relationships with internal and external stakeholders.
  • Excellent written and verbal communication skills.
  • Advanced knowledge and experience with emerging technologies, such as SaaS, MS Dynamics, MS Fabric, and database design and analysis.
Preferred Qualifications:
  • Project management certification, such as PMP, Certified Scrum Master, and/or Organizational Change Management certification (ProSci), and experience.
