Procurement Officer Job Description

Halifax Water is seeking a highly skilled Procurement Officer to join our Corporate Services Department. As a key member of our team, you will play a critical role in ensuring the timely and effective procurement of goods, services, and construction in accordance with applicable laws, regulations, and corporate policies.

Key Responsibilities:
  • Develop and implement procurement strategies to maximize competition and achieve best value for Halifax Water.
  • Conduct market research and vendor assessments to identify opportunities for improvement and innovation.
  • Coordinate procurement planning with user departments to ensure alignment with strategic goals and objectives.
  • Manage the procurement process from bid solicitation to contract award, ensuring compliance with all relevant laws, regulations, and policies.
  • Develop and maintain relationships with vendors and stakeholders to ensure effective communication and collaboration.
  • Perform contract administration, including negotiation, review, and approval of contracts.
  • Monitor and report on procurement activities, including tracking and analyzing vendor performance.
Requirements:
  • University degree in business or a related field, or an acceptable equivalent combination of formal education and experience.
  • Minimum of three years of public procurement experience, with a focus on public tendering, bid evaluation, contracting, and contract management.
  • Proven ability to work independently and as part of a team, with excellent communication and interpersonal skills.
  • Strong analytical and problem-solving skills, with the ability to make sound judgments and decisions.
  • Proficiency in computerized purchasing systems, such as SAP or eProcurement, is an asset.
