Senior Legal Advisor

The First Nations Financial Management Board (FMB) is seeking a highly skilled and experienced Senior Legal Advisor to join our team. As a key member of our legal department, you will play a critical role in providing expert advice and guidance on financial administration laws and by-laws to our clients and staff.
Key Responsibilities:
- Provide input into FMB's policies, procedures, and operations;
- Monitor FAL funding budgets and explain complex legal concepts to non-legal audiences;
- Design, implement, and deliver FAL/FAB workshops to clients and stakeholders;
- Conduct internal training on legal policies, processes, and operational support services;
- Provide expert and strategic legal advice to the Director, Indigenous Engagement, Laws & Relations;
- Anticipate legal issues, assess risks, and identify solutions;
- FMB Standards and Core Documents: Collaborate with the Director, IELR, Director, Standards, and Director, Certifications to review and recommend changes to FAL/FAB Standards and templates;
- Informal Legal Review of FALs and FABs: Conduct informal reviews, respond to inquiries, and provide feedback on FAL/FAB Standards and templates;
- Formal Legal Review of FALs and FABs: Conduct formal reviews, provide legal opinions, and recommend FAL and FAB approvals;
- Quarterly and Special SAC Committee and Board Meetings: Collaborate with Executive Board Coordinator, Director, IELR, and other business line directors to provide SAC and Board documents, legal opinions, and compliance opinions;
- Legal Review of s. 9 FMA - New FALs: Provide operational support, guidance, and legal review of documents, including Council Resolutions and Sample FAL;
- Review of s. 9 FMA - Update FALs: Support clients in achieving Financial Management System (FMS) Certification, provide operational support, and conduct legal reviews of documents;
- Review of s. 83 Indian Act - new FABs: Provide operational support, guidance, and legal review of documents, including Council Resolutions and FAB;
- Review of s. 83 Indian Act - update FABs: Support clients in enacting updated FABs, provide operational support, and conduct legal reviews of documents;
- Review of FALs and FABs for a 10-Year Grant: Provide operational support, guidance, and legal review of documents, including Council Resolutions and FALs or FABs;
- Leadership: Manage the Paralegal, delegate work assignments, provide regular performance feedback, and develop the skills of the Paralegal;
- Reporting: File and report in CRM and HPE for client tracking, maintain a registry of FALs and FABs, and create reports on FALs and FABs.
Requirements:
- Must possess a Bachelor of Laws (LLB) or Juris Doctor (JD);
- Must be a practicing member in good standing with the Law Society of their province or eligibility to transfer from another Canadian jurisdiction;
- Must have a minimum of 5 years' experience in a law firm or in-house counsel for a First Nations association, working with Federal Government organizations and representatives, and working with Indigenous Governments, organizations, and communities;
- Must have an understanding, awareness, and appreciation of Indigenous culture and history;
- Willingness to participate in ongoing education and training for the role, including Indigenous studies;
- Adaptable and flexible to various competing demands with proficiency at managing high work volumes in a fast-paced environment;
- Must be fluent in English and French (spoken and written). Fluency in an Indigenous language is considered an asset.
