Job Description

Job Title: Manager of Facilities

Job Summary:

The Town of Springwater is seeking a highly skilled and experienced Manager of Facilities to lead and manage all aspects of the delivery of complex capital infrastructure projects. The successful candidate will be responsible for overseeing the preparation and administration of the annual operating and capital budget submissions, financial management, capital projects program planning, and directly managing complex project assignments.

Key Responsibilities:

  • Lead and manage all aspects of the delivery of complex capital infrastructure projects
  • Oversee the preparation and administration of the annual operating and capital budget submissions
  • Manage financial resources, including budget preparation, procurement, and contract administration
  • Develop and implement capital projects program plans, including project scheduling, resource allocation, and risk management
  • Directly manage complex project assignments, including environmental assessments, master plans, and studies
  • Manage communications with residents, stakeholders, and other levels of government
  • Supervise and lead a team of staff, including scheduling, training, performance management, and discipline
  • Ensure compliance with Federal, Provincial, and local regulations
  • Prepare and administer budgets, including budget control and reallocations
  • Make presentations and provide advice/guidance on engineering matters
  • Liaise with Operations & Maintenance on infrastructure improvements and maintenance implications of capital projects
  • Manage the Asset Management portfolio, including planning, asset inventory, financial planning, and reporting
  • Provide oversight to the Township's water and wastewater operations through contracted services
  • Identify, create, implement, and update engineering policies, standards, and practices
  • Conduct site visits, perform visual inspections, and ensure projects are on schedule
  • Perform other related tasks as assigned

Requirements:

  • Five years or more directly related engineering experience in municipal project management
  • Experience in linear transportation assets, bridges/culverts, water, wastewater, stormwater, and asset management
  • Experience managing consultants, contractors, and delivering large complex municipal infrastructure projects
  • Experience managing staff, including team development, performance management, mentoring, and coaching
  • Certification as a Project Management Professional (PMP) is considered an asset
  • Excellent interpersonal, communication, project/time/records management experience, organizational, research, report writing, presentation, problem-solving, public relations, negotiations, collaboration, and supervisory skills
  • Working knowledge of local government functions and responsibilities, provincial government, and associated agencies as they relate to municipal engineering responsibilities and labour/employee relations principles, practices, and applicable legislation
  • Ability to prepare, administer, and manage budgets
  • Proficiency with computers and networks, knowledge of related technology and hard-software packages
  • Practical experience in review of development engineering, engineering and architectural design submissions and regulations, public service needs, government and consulting studies and submissions
  • Ability to collaborate and work harmoniously in a team environment, deal courteously and effectively with stakeholders, other levels of government, contractors, architects, and elected officials
  • Flexibility/availability to work overtime and/or respond to "after hours" emergencies
  • Class G Driver's License in good standing
