Job Summary

The Town of Springwater is seeking a highly skilled and experienced professional to fill the role of Manager, Capital Infrastructure Delivery. This is a permanent, full-time position that requires a strong background in municipal project management, including capital planning, design, budget preparation, procurement, contract administration, and construction of infrastructure projects.

Key Responsibilities
  • Lead and manage all aspects of the delivery of complex capital infrastructure projects, including linear transportation assets, bridges/structures/culverts, water linear assets, wastewater linear assets, and stormwater collection systems.
  • Prepare and administer the annual operating and capital budget submissions, financial management, capital projects program planning, and directly manage complex project assignments such as environmental assessments and master plans.
  • Have oversight over the Ontario Clean Water Agency (OCWA), the operator of the Township's water and wastewater facilities.
  • Manage the budget, design, procurement, construction administration, and delivery of the Township's core infrastructure capital program, including road reconstructions, storm, water, and wastewater replacements/rehabilitation, bridge and large culvert replacements/rehabilitation, and stormwater facility rehabilitations.
  • Manage, review, and sign-off external consulting engineer assignments in the implementation of capital projects, environmental assessments, functional designs, master plans, and studies.
  • Oversee the preparation of procurement packages, actively participate in the evaluation of bids, and make recommendations on the award of contracts.
  • Monitor project status, attend site meetings, and recommend payment of contractor progress certificates and change orders.
  • Responsible for the development/formulation of design concepts, setting scope and design parameters, and provides cost estimates of municipal infrastructure construction projects.
  • Prepare technical/corporate infrastructure reports, provide recommendations, and attend staff, community, Council/Committee, and other meetings, as required.
  • Provide technical advice to other departments, external agencies, and committees for asset management, capital infrastructure, studies, reports, and capital programs.
  • Responsible for all work associated with permits ensuring compliance with Federal, Provincial, and local regulations.
  • Responsible for resourcing technical support during construction, specifically field inspections, material testing, while maintaining site health and safety.
  • Prepare draft annual operating and capital budget submissions, including the 10-year capital forecast for infrastructure maintenance, reconstruction, and rehabilitation of capital projects and special projects.
  • Oversee the administration and management of assigned budgets to ensure budget control and make recommendations on budget reallocations, as necessary.
  • Responsible for the Asset Management portfolio, including planning, asset inventory, financial planning, and reporting.
  • Responsible for and provides oversight to the Township's water and wastewater operations through the contracted services, Overall Responsible Operator. Ensures full compliance with the Drinking Water Permits, CLI-ECA's, and other regulatory requirements.
  • Identify, create, implement, and update engineering policies, standards, and practices with respect to capital project delivery and make recommendations to the Director, as required.
  • Conduct site visits, perform visual inspections of work in progress, ensure projects are on schedule, ensure corporate concerns are addressed, and provide responses to contractors' concerns.
  • Manage communications with residents on a proactive basis throughout the planning, design, and implementation stages of capital projects.
  • Liaise with staff, internal stakeholders, public, property owners, builders, contractors, consultants, utilities, government agencies, and other municipalities on capital projects and respond to enquiries.
  • Keep informed of changes in local, provincial, and federal legislation to ensure compliance as they pertain to the capital project portfolio.
  • Perform other related tasks, as assigned in accordance with the job responsibilities necessary to meet departmental and corporate objectives.
  • Manage the day-to-day operations of the Infrastructure Unit, including staff leadership and direction.
  • Supervise assigned staff with scheduling, training, performance management, health & safety training (OSHA), discipline, authorizing payroll, approving overtime, and resolving staff concerns.
Requirements
  • Five years or more directly related engineering experience in municipal project management, including capital planning, design, budget preparation, procurement, contract administration, and construction of infrastructure projects.
  • Experience in linear transportation assets (roads), bridges/culverts, water, wastewater, stormwater, and asset management.
  • Experience managing consultants, contractors, and delivering large complex municipal infrastructure projects.
  • Experience managing staff, including team development, performance management, mentoring, and coaching.
  • Certification as a Project Management Professional (PMP) is considered an asset.
  • Excellent interpersonal, communication, project/time/records management experience, organizational, research, report writing, presentation, problem-solving, public relations, negotiations, collaboration, and supervisory skills.
  • Ability to prepare, administer, and manage budgets.
  • Proficiency with computers and networks, knowledge of related technology and hard-software packages.
  • Practical experience in review of development engineering, engineering and architectural design submissions and regulations, public service needs, government and consulting studies and submissions.
  • Ability to collaborate and work harmoniously in a team environment, deal courteously and effectively with stakeholders, other levels of government, contractors, architects, and elected officials.
  • Flexibility/availability to work overtime and/or respond to 'after hours' emergencies, as required.
  • Class G Driver's License in good standing.
