Job Summary

We are seeking a highly skilled and experienced Infrastructure Manager to join our team at the Town of Springwater. As a key member of our Public Works and Infrastructure department, you will be responsible for leading and managing all aspects of the delivery of complex capital infrastructure projects.

Key Responsibilities
  • Project Management: Manage the budget, design, procurement, construction administration, and delivery of the Town's core infrastructure capital program, including road reconstructions, storm, water, and wastewater replacements/rehabilitation, bridge and large culvert replacements/rehabilitation, and stormwater facility rehabilitations.
  • Consultant Management: Manage, review, and sign-off external consulting engineer assignments in the implementation of capital projects, environmental assessments, functional designs, master plans, and studies.
  • Procurement and Contract Administration: Oversee the preparation of procurement packages, actively participate in the evaluation of bids, and make recommendations on the award of contracts.
  • Project Monitoring and Reporting: Monitor project status, attend site meetings, and recommend payment of contractor progress certificates and change orders.
  • Design and Cost Estimation: Develop and formulate design concepts, set scope and design parameters, and provide cost estimates of municipal infrastructure construction projects.
  • Technical Reporting and Advice: Prepare technical/corporate infrastructure reports, provide recommendations, and attend staff, community, Council/Committee, and other meetings as required.
  • Regulatory Compliance: Ensure compliance with Federal, Provincial, and local regulations, including permits and approvals.
  • Staff Supervision and Development: Supervise assigned staff, including scheduling, training, performance management, health and safety training, discipline, authorizing payroll, approving overtime, and resolving staff concerns.
  • Asset Management: Develop and implement asset management strategies, including planning, inventory, financial planning, and reporting.
  • Water and Wastewater Operations: Provide oversight to the Township's water and wastewater operations through contracted services, ensuring full compliance with Drinking Water Permits, CLI-ECA's, and other regulatory requirements.
  • Policy Development and Implementation: Identify, create, implement, and update engineering policies, standards, and practices with respect to capital project delivery.
  • Communication and Stakeholder Engagement: Manage communications with residents, stakeholders, and other levels of government, contractors, architects, and elected officials throughout the planning, design, and implementation stages of capital projects.
  • Professional Development: Stay up-to-date with changes in local, provincial, and federal legislation, and ensure compliance as it pertains to the capital project portfolio.
Requirements
  • Education: University degree or diploma in an Engineering program, and eligibility for membership with either the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or Professional Engineers of Ontario (PEO).
  • Experience: Five years or more directly related engineering experience in municipal project management, including capital planning, design, budget preparation, procurement, contract administration, and construction of infrastructure projects.
  • Skills and Knowledge: Excellent interpersonal, communication, project/time/records management experience, organizational, research, report writing, presentation, problem-solving, public relations, negotiations, collaboration, and supervisory skills. Thorough working knowledge of municipal infrastructure construction best practices, applicable legislation, regulations, and engineering standards.
  • Certifications: Certification as a Project Management Professional (PMP) is considered an asset.
  • Other Requirements: Class G Driver's License in good standing, and a thorough knowledge of all applicable legislation, standards, and guidelines, including Ontario Provincial Standards/Specifications, Ontario Provincial Standard Drawings, ASTM, AWWA, CSA, Ministry of Transportation Design Manuals/Construction Manual, Ontario Traffic Manual, and OHSA.
