About the Role

We are seeking a skilled Capital Financial Analyst to join our team in Halifax, Nova Scotia.

As a Capital Financial Analyst, you will provide financial advice and expertise related to the Capital Infrastructure Program for the Department of Education and Early Childhood Development.

You will report to the Manager, Financial Advisory Services, and work closely with senior management, Finance and Treasury Board, and Regional Centres for Education/Conseil scolaire acadien provincial.

Key Responsibilities
  • Provide analysis and assistance on financial matters related to capital spending, managing capital approvals and commitments in accordance with Finance and Treasury Board, Government Accounting, and audit requirements.
  • Facilitate and prepare Tangible Capital Asset (TCA) budget submissions and develop amortization schedules.
  • Provide financial analysis and reporting required for monthly and year-end processes such as the Minister's Briefing Book and Year-End Audit Binder.
  • Represent the Department relative to capital finance matters, serving as the primary point of contact on financial accountability between Facilities Management, Department of Public Works, and Regional Centres for Education/Conseil scolaire acadien provincial.
  • Build, develop, and maintain a portfolio of TCA projects within SAP and Capital Projects Solutions (CPS) for reporting and monitoring purposes.
About You

We are looking for a candidate with 6 years of related experience and 3 years of post-secondary accounting training, or an equivalent combination of training and experience. You should possess an understanding of administrative and finance systems, including budgeting and account process, and accounting systems.

You should have knowledge of generally accepted accounting principles (GAAP) and Public Sector Accounting Board (PSAB), as well as proficiency in Microsoft Office, particularly Excel. Strong communication and relationship-building skills are essential, along with the ability to work independently and manage multiple priorities.
