Dam Safety Specialist

Job Summary:The Dam Safety Engineer is responsible for ensuring the administration of the Water Act, Water (Ministerial) Regulation Part 6 (Dam and Canal Safety), and Alberta Dam and Canal Safety Directive for regulated dams and canals in the province. This includes dams owned by municipalities, corporations, irrigation districts, other private owners, and the government.
Key Responsibilities:- Support Dam Safety Management Program activities within the Water Infrastructure and Operations Branch (WIOB), in cooperation with other branch staff, for the dams and canals operated and maintained by WIOB.
- Assist in dam safety assessments, evaluations, operations, maintenance, surveillance, and emergency management for AGI-owned dams.
- Develop TOR and RFP packages for dam safety contracts.
- Manage multiple contracts, budgets, and timelines for successful completion.
- Train staff in the Geotechnical Instrumentation Program.
- Track and manage safety compliance using WIOB'S Environmental Infrastructure Management System (EIMS) DAMS Module.
- Review and ensure the accuracy of Emergency Preparedness Plans (EPP), Emergency Response Plans (ERP), Operations Maintenance and Surveillance (OM&S) documents.
- Bachelor's Degree (4 year) in Engineering (Civil, Geotechnical, or Hydrotechnical).
- Minimum of five (5) years of relevant experience in dam design, construction, operations, safety monitoring, or safety assessments.
- Eligible for registration as a Professional Engineer with APEGA in Alberta. Registration as a Professional Engineer with APEGA is required. Those registered as an Engineer-In-Training will be considered at a lower classification.
- Proficiency in geotechnical or hydrotechnical engineering.
- Strong project management skills.
- Experience with numerical modeling software and techniques.
- Thorough knowledge of Water Act, Water (Ministerial) Regulation, Alberta Dam and Canal Safety Directive, and CDA Guidelines.
- Excellent organizational, analytical, and problem-solving skills.
- Familiarity with government structures and processes.
- Experience in dam safety management and regulatory frameworks.
