About the Role

The Manager of Leadership and Organizational Development will play a key role in supporting the delivery of BCEHS' new People Plan through a range of initiatives such as engagement, leadership training, coaching, mentorship, performance programs, and succession planning.

As a trusted advisor for leaders at all levels, you will lead a team of advisors and specialists to deliver inclusive and impactful programs designed to support, develop, and retain BCEHS' talented workforce across the province.

Key Responsibilities

  • Provides leadership, advice, and counsel on full-scope leadership and organizational development initiatives.
  • Leads and inspires an experienced team of specialists, coaches, facilitators, and coordinators.
  • Designs and delivers regular forums and meetings for leadership at all levels.
  • Develops and implements a comprehensive organization development strategy, including needs analysis, design, implementation, and evaluation.
  • Creates leadership development strategies and pathways to prepare individuals for current and future organizational needs; delivers new succession planning program.
  • Identifies skill and learning gaps through needs analysis and recommends solutions.
  • Manages and participates in the delivery of services such as workshops, focus groups, and development curriculum including active involvement in coaching, facilitation, and development initiatives as required.
  • Collaborates with partners to create and enhance leadership development offerings.
  • Applies an LD/OD approach to identify and develop clients' capacity and excellence in the areas of LD and competency.
  • Supports leaders with performance conversations including goal setting and development.
  • Works with Director to deliver reports to measure progress and connect to overall KPIs, scorecards, and dashboards.

Requirements

  • Bachelor's degree in Human Resources or a related field supplemented by seven (7) to ten (10) years of progressively more senior experience including a minimum of three (3) years at a leadership level.
  • Professional coaching certification(s).
  • Training in group change methodologies.
  • Training or certification in DEI and/or trauma-informed practice is an asset.

Skills and Knowledge

  • Experience in culture transformation and team development.
  • Experience designing, implementing, and managing leadership development programs and initiatives.
  • Strong understanding of Leadership and Organizational Development theories, models, best practices, consulting principles, and methodologies.
  • Advanced coaching, mentoring, and facilitation skills.
  • Demonstrated experience with continuous improvement and HR best practices.
  • Proficiency in assessing and measuring intervention effectiveness.
  • Proficiency in organizational change and consultation.
  • Ability to demonstrate the LEADS competencies, excellent communication skills with the ability to facilitate, negotiate, and influence others to achieve resolution.
  • Ability to coach, supervise, and lead staff. Ability to establish courses of action for self and others that are results-oriented.
  • Demonstrated leadership competencies including facilitating team effectiveness and team members' professional development.
  • Commitment to the value of continuous learning.
  • Proficiency in assessing and measuring intervention effectiveness.
  • Superior relationship-building skills from the inside out.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, and Remembering Keegan: A First Nations Case Study.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism, and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through the department as a whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have knowledge of social, economic, political, and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism, and Indigenous Cultural Safety and foundational documents and legislative commitments.
