Program Manager

Foilcon is seeking a highly skilled Program Manager to lead the delivery of complex Cloud technology projects. The ideal candidate will have 10 years of experience in technology project management, with at least 5 years of experience managing large technology procurements. They will also have demonstrated experience using the agile/scrum framework to promote best practices and awareness to the project team, clients, and stakeholders. The successful candidate will have a strong background in enterprise solutions, including IBM Portal, WebSphere, DataPower, OpenShift, Cloud Automation Manager, Ansible, and Oracle Database. They will also have experience with change management, project management, and enterprise architecture. The Program Manager will be responsible for leading multidisciplinary project teams, monitoring and managing costs, risks, schedules, governance, technical performance, and program impact. They will also provide a program/portfolio view of project interdependencies and external project dependencies, monitoring and reporting on exposure levels. The ideal candidate will have excellent communication, facilitation, negotiation, consensus-building, and problem-solving skills. They will also have experience with project management in leading multijurisdictional enterprise-level projects and working in human resource communications or organizational development roles. The Program Manager will be responsible for developing complex budgets based on multiple funding channels and cross-organization dependencies. They will also analyze program and organization environments to identify potential risks and issues, articulate and prioritize issues and risks to senior executives, and recommend mitigation strategies to decision-makers to ensure projects are delivered on schedule. The successful candidate will have a strong background in innovation in the planning, analysis, and execution of tasks. They will also have experience directing stakeholder consultation, facilitation, and consensus-building. The Program Manager will provide program portfolio and/or project reporting to multiple stakeholders. They will also lead strategies and actions to overcome resistance to change and capitalize on forces in support of change. The ideal candidate will have experience seeking new and unique business processes, technologies, and products to benefit program portfolios and projects. They will also supervise the development and communication of program-related updates, including through media relations, social media, etc. The Program Manager will build positive relationships within the team and external parties. They will also contribute to improvements in lifecycle based on lessons learned and past experience. The successful candidate will adhere to organization standards and best practices for program management. They will also schedule and organize meetings/events and maintain agendas, ensuring technology is used correctly for all operations (video conferencing, presentations, etc.).
